Research On Deliberative Democracy At The Basic Level In My Country

Grass-roots deliberative democracy is an important part of the deliberative democracy with Chinese characteristics,and is the most critical “ground-based” part of deliberative democracy.It is also the concrete practice of deliberative democracy theory in our grass-roots society.Grassroots deliberative democracy not only shows the democratic state of a country's politics,but also reflects the democratic state of the entire society.As one of the important forms of socialist deliberative democracy,grass-roots deliberative democracy has become an indispensable and important measure for our party and the country to promote social development.The Fifth Plenary Session of the 18 th CPC Central Committee emphasized the full implementation of social democracy,implemented the party's mass line,and adhered to the majority status of the people.Only the broad participation of the masses in social governance can reflect the unique nature of grass-roots consultative democracy:the principle of “negotiating with the people and negotiating for the people” and negotiating democracy with Chinese characteristics.Under the current new situation,it is obviously indispensable to deepen our country's democratic political construction and actively develop the grass-roots deliberative democracy mechanism so that deliberative democracy can operate efficiently in grassroots social governance.The institutionalized development of grass-roots deliberative democracy has also promoted the extensive,multi-layered,institutionalized development of socialist deliberative democracy with Chinese characteristics.It is also an important part of comprehensively deepening reforms and advancing the modernization of state governance.Under the guidance of historical materialism,this article places grass-roots research on deliberative democracy in the context of China's democratic political development and socialist deliberative democracy,expounding the connotation,characteristics,and values ??of grass-roots deliberative democracy,and combining the historical development of deliberative democracy in China's grass-roots level.With the current development situation,we have conducted in-depth analysis and research on the theory and practice of grassroots consultation democracy in China.At present,our country's grass-roots level consultative democracy has achieved a series of theoretical achievements and practical results,but some problems have also emerged.First,the lack of capacity of grass-roots consultative democratic institutions is mainly reflected in the statusinequality of participating entities and the comparative consciousness of participating entities.weak.Second,the coordination of grass-roots deliberative democracy is not enough,mainly reflected in the grass-roots level of consultation channels to be expanded,the practice needs to be innovative.Third,the grass-roots consultation system lacks systemicity,which is mainly reflected in the need to improve laws and regulations,the formulation of laws and regulations,and the lack of systems for grass-roots people to participate in legislation.Fourth,the lack of implementation of grass-roots bargaining systems is mainly due to the lack of a sound grass-roots bargaining issue collection system and standardized grass-roots consultation and democratic operation procedures.Fifth,the supervision mechanism for grass-roots deliberative democracy needs to be improved.It is reflected in the fact that the supervision system needs to be improved,the main body of supervision is not clear,and the reward and punishment mechanism is not perfect.This paper analyzes these problems and puts forward a series of development paths.This article consists of an introduction,the theoretical basis of our country's grass-roots deliberative democracy,the historical development and achievements of China's basic-level consultative democracy,the problems that emerged in the development of grassroots consultative democracy in China,and the development path of China's grass-roots consultative democracy.
