The Practice And Development Of Deliberative Democracy In My Country's Grassroots CPPCC

Socialist deliberative democracy is a significant form of democracy in China.As an important channel of deliberative democracy,the role of the people's Political Consultative Conference should be fully played and promote the extensive multi-level institutional development of the socialist deliberative democracy.It reflects the innovation and development of our country's democratic political theory,and also strengthens the position of the CPPCC in the construction of socialist democratic politics.Implement the spirit of the eighteenth National Congress of the Communist Party of China and The Third Plenary Session of the eighteenth Central Committee of the Communist Party of China.It is necessary to make full use of the CPPCC as an important channel of deliberative democracy,especially at the grassroots level,and promote the practice and development of deliberative democracy at the grassroots level effectively.Although there are some problems in the practice of Deliberative Democracy of the CPPCC at the grassroots level,only in practice can we find the problem,and put forward the countermeasures to solve the problem.We can develop and perfect China's grassroots deliberative democracy of the CPPCC,and promote the building of China's socialist democratic politics and construction of a harmonious society.This paper analyzes the background and characteristics of the deliberative democracy in accordance with the strategic decision made by the Third Plenary Session of the party's eighteen,"promoting the development of the extensive multi-level institutional development of the socialist deliberative democracy".On the basis of combing the basic functions of the basic functions of the basic level,this paper expounds the important role that it can play in the process of socialist deliberative democracy.Analysing the course and mechanism of deliberative democracy in China's Grassroots Political Consultative Conference roundly,so as to provide a basis for democratic consultation of Grassroots Political Consultative Conference effectively.Through the analysis of the situation of China's grass-roots political consultative conference of the CPPCC,we can understand the problems that exists in the development of practice.The negotiation consciousness of the main body is not strong and the negotiation ability is insufficient.The consciousness of the masses is weak and the Party committee and government departments cooperate with the negative.The legislation safeguard is insufficient and the procedure construction is lagging behind.In view of the problems existing in the democratic practice of the Grassroots Political Consultative Conference,the corresponding suggestions are put forward.Enhance the consultation consciousness of the main body of the consultation and improve the ability of the consultation.Explore the channels of the extension of deliberative democracy to the grass roots,build a consultative platform and actively negotiate.Strengthen the legislative and procedural construction of the basic political consultative conference,So as to provide policy consultation for developing deliberative democracy of the basic political consultative conference better and promote the practice and development of deliberative democracy at the grassroots level effectively.
