The Nineteenth National Congress of the Communist Party of China put forward the important strategic goal of rural revitalization,which marked that the Party and the state's attention to the issues of "agriculture,countryside and farmers" has risen to a higher level.The role played by village cadres in the development and construction of new countryside can be said to be pivotal.To develop the countryside,agriculture should be strong and farmers should be rich,which can not be separated from the support and participation of tens of thousands of peasant masses,nor can it be separated from the guidance and drive of the vast number of village cadres.At present,the problem of insufficient incentive for village cadres exists universally.Based on Herzberg's two-factor theory,this paper designs a questionnaire to study the incentive situation of village cadres,finds out the problems existing in the incentive of village cadres,and analyses the causes and solutions from two aspects of health care factors and incentive factors,so as to enhance the enthusiasm of village cadres and enhance their enthusiasm for starting businesses.And vitality.This paper is divided into six parts.The first part is the introduction,which focuses on the research background,academic significance and practical significance of the study.It also introduces the relevant incentive theories at home and abroad,and introduces the research methods and innovations.The second part introduces the three core concepts of village,village cadres and incentives,and explains the connotation and application of the two-factor theory,focusing on the incentives and health factors.The third part is the current situation of incentive for N town cadres.It introduces the basic situation of N town cadres,the basic situation of N town cadres,the main incentive measures for N town cadres and the incentive effect.The fourth part clarifies the main problems existing in the incentive of village cadres in N town through questionnaire survey: low salary,worries about old-age security,high pressure on work,insufficient realization of the role of "baton" in assessment,unobstructed export channels,narrow promotion space,and low adaptability of village cadres' posts.The fifth part analyses the reasons for the problems of village cadres' incentive from two aspects of health care factors and incentive factors.In the aspect of health care,the main factors are unreasonable wage formulation,great difficulty in improving treatment,imperfect old-age security system for village cadres,and unreasonable power-responsibility relationship among village cadres.Incentive factors are mainly unscientific assessment methods,lack of promotion system in line with the actual situation of village cadres,and imperfect training system.The sixth part puts forward the corresponding improvement measures from the two aspects of safeguarding healthcare factors and strengthening incentive factors.In terms of safeguarding health care factors,we should establish a reasonable structure wage system to form a mechanism for increasing village cadres' wages year by year,improve the old-age security system for village cadres,and explore the reform of the system level to reduce the burden of village cadres.In terms of strengthening incentive factors: optimizing the assessment mechanism of village cadres;smoothing the channels for promotion of village cadres so that the competent have their place;and improving the training system.
