The civil servants in ethnic minority areas are at the grass-roots level.Their work is directly against the grass-roots people.Their ability and quality directly determine their level of service for the majority of farmers,which can be said to be closely related to the majority of farmers.In addition,actively increasing the construction of civil servants in ethnic minority areas can also effectively reflect our party’s basic idea of governing for the people,reflecting the concern of the party and the government to the grassroots.The construction of civil servants in less developed areas,the minority ethnic areas comprehensively and thoroughly explore,can have very important practical significance to promote China’s western grass-roots minority area overall quality and optimize the management of civil servants,to promote the development of grass-roots social and livelihood,the consolidation of the power.Especially in the face of The Belt and Road construction situation,and actively cultivate a firm belief,public service,diligent and pragmatic,dare to play,clean and honest "personnel to enrich grassroots civil servants,is the overall goal of the implementation of the" social stability and long period of stability "the work of a strong organizational guarantee.Therefore,after eighteen,the reform of government personnel is put on the reform of the administrative system of the current schedule,many have according to their own actual pilot for personnel management of the relevant departments of the integration,this paper mainly in Ganzi Tibetan Autonomous Prefecture in Sichuan Province as an example,analyzes the practical problems existing in the construction of talent team official member of the group has a strong reference value.This paper not only aims to provide information and data support for the construction of Ganzi Tibetan Autonomous Prefecture of civil servants occupation career management system and effective management of the civil servants in other parts of the country,make it better for the government and public service,to maximize the effectiveness of the work,has important significance,also hope to enrich and improve the theory system of civil service management.Based on the theory of human capital and motivation theory,based on the investigation and theoretical analysis,this paper analyzes the problems and Countermeasures in the construction of civil servants in Ganzi Tibetan Autonomous Prefecture.Through the case study of the construction of the civil service personnel in Ganzi Tibetan Autonomous Prefecture,the problems existing in the construction of talents are obtained.Through the investigation and collection of data to analyze,synthesize,compare and sum up,provide the original material for the paper writing.When necessary,information can be collected through interviews with relevant departments,government agencies and questionnaires.In this paper,the general analysis of the structure of civil servants in Ganzi Tibetan Autonomous Prefecture,including the age structure,educational structure and job structure.The basic situation of the construction of the civil servants in Ganzi Tibetan Autonomous Prefecture is the way of talent introduction,the assessment management of civil servants,and the training of civil servants.This article holds that there are four problems in the construction of the civil servants in Ganzi Tibetan Autonomous Prefecture.First,the quality of the civil service team is uneven: the educational level is generally low,and the professional skills and the means and demand are disjointed.Two is the lack of incentive for the civil service: low basic salary and narrow rise channel.Three,the awareness of public service needs to be improved: the positioning of its own service is not clear,and the state of the spirit is not compatible with the new requirements of the new situation.The four is that the education and training mechanism is not perfect: the training content is insufficient,and the education and training methods are single.The Countermeasures of strengthening the construction of the civil servants in Ganzi Tibetan Autonomous Prefecture include four aspects.The first is to improve the mechanism of selecting and employing people: direct selection and selection,and the method of selecting and employing people.The two is to improve the incentive mechanism: material incentives and cultural construction are equal,and improve the career planning mechanism.Three is to improve the supervision mechanism to improve service awareness: internal supervision clear service positioning,external supervision to improve service awareness.The four is to improve the education and training mechanism: to improve the pertinence of the training content and to optimize the way of education and training.
