Research On The Emergency Management System Of Chiping County Government Under New Media Conditions

In recent 20 years,with the rapid development of Internet technology in China,the development of new media technology is changing rapidly.Taking the Internet technology as a platform,people can get more information freely through new media,and can publish their own information freely.Today's media world is no longer the era of television,radio,newspapers and magazines.While bringing convenience to the human society,the new media is also changing the way of life and production of the whole society,including the change of the emergency management system.This change is a change that has to be made.This contradiction is the driving force for social progress.As the emergence of new media brings people's behavior changes,the change of emergency management demands force the emergency management system to make corresponding changes,in order to comply with the people's will,conform to the social development and conform to the historical trend.In order to avoid the backwardness of the system,the failure of the mechanism and the responsibility of the emergency management system under the new media conditions,it has always been compatible with the new media era and has become a problem to be solved at present.This paper takes the construction of the emergency management system in Chiping County as the research object.Starting from the actual situation of the Chiping county government,using the theory of emergency management,the government information public theory,the government affairs process reengineering and other related theories,and on the basis of absorbing the practical experience at home and abroad,the Chiping county government emergent under the condition of constructing the new media.A series of problems in the system have been studied.The research contents are mainly from the following questions:first,what is the theoretical basis for building an emergency management system?Two is the status and development process of the emergency management system in Chiping County,and the relationship between the various mechanisms of the emergency management system.Three is the problems facing the emergency management system of the Chiping county government under the new media environment.What is the cause of the problem?Four,how does the Chiping county government construct the emergency management system under the new media conditions?Around the above problems,the paper first introduces the research background and significance,the research situation at home and abroad,the theoretical basis and research methods of the research,and provides theoretical support for the analysis and discussion of the status and Countermeasures of the emergency management system in Chiping County under the new media conditions.The paper then introduces the status and course of emergency management development in Chiping county.Combined with the environmental pollution events in Chiping County in 2015,it summarizes the existing problems of the emergency management of Chiping county government under the current new media environment.The main reasons are that the warning of the public crisis is not full,and the information is not enough in the emergency management.The main reasons for the problems are the absence of the new media in the system,the challenge of the new media to the mechanism,the new media to make the emergency responsibility fill the blank,and the new media to compel the emergency plan.Finally,from the source,we should give full play to the role of emergency warning,create a special emergency information channel,improve the ability to use the new media,improve the emergency management system under the new media conditions,perfect the operation mechanism of the emergency management system under the new media conditions,and establish a system for the implementation of the responsibility of the new media operation system.In the six aspects of revising the new media work of the emergency plan,the train of thought and Countermeasure for improving the emergency management system of Chiping County under the new media condition are put forward.
