Research On Government Functions In The Application Of PPP Model Of Elderly Care Services In Chiping County

With the increase of aging population,more and more areas of the county began to enter the aging society,the pension issue which has caused increasingly letting local governments feel the pressure doubled,and can solve the pension problem not only affects the life quality of the elderly in old age,but also affects the construction speed of economic development and harmonious society.At present,China has changed from high speed development to high quality development,and for county level local governments,slowing economic growth will undoubtedly exacerbate the problem of old-age care.As a new model of financing,cooperation and management,PPP model has been applied to more and more fields since it was formally implemented in China in 2014.PPP mode is a kind of cooperation between the government and social capital mode,it can not only alleviate the fiscal expenditure of local government pressure,increase a financing channel,the more important is the role of the new mode of cooperation to break the traditional government full control of the situation,so that the government will gradually "not to do,do it well' take out,by fully become limited,from control to service.In recent years,with the development of PPP mode with PPP mode,has increasingly been applied to the field of pension services,but the PPP mode after all in our use of a short time,is still not mature enough,plus China's pension service construction is a very complex and huge system engineering,some so the problem will inevitably in the local government pension services in the field of the introduction of the PPP model,if these problems are not properly solved,not only affect the healthy development of pension services,will also contain the PPP model of continuous improvement,to accelerate the transformation of government functions to build a service-oriented government hinder.This paper selected the more representative of the pattern of economic development and the use of the PPP endowment Chiping County of Shandong Province as the research object,mainly in the old mode of PPP used in the government to perform their duties in Chiping county from two dimensions of research and analysis,so as to find out the performance of their duties,and then propose solutions to optimize the path.The current situation of Chiping County pension services and the introduction of the background and present situation of PPP mode is introduced,then the PPP model will be applied to the field of old-age pension institution building and in the whole life cycle of PPP project cooperation in the two dimensions of government functions and to locate from the local government,and analyzes the current the government performance status and problems of the reasons,finally,from Shanghai city and Beijing city in the pension field in the PPP project in the construction of government performance experience,the functions of the government of Chiping County pension mode of PPP used in optimized design.
