Research On The Construction Of Archives Rule Of Law In Yunnan Province

The archives are historical records of the preservation value of national institutions,social organizations and individuals engaged in political,economic,cultural,military and other activities,they are important witnesses and loyal recorders of social development and national progress,and they are also an important basis for individuals and organizations to carry out various activities.So,managing and using archive files well,and making archives information resources play a greater role is a goal pursued by archives and archivists.In the rule of administrative administration of archives in china,the “Archives Act” and the “Archival Law Implementation Measures” are the main legal basis,and the rule of local archives administration are mainly based on local laws and regulations.The current local laws and regulations concerning the management of files in Yunnan Province are the “Regulations on the Archives of Yunnan Province”,and other local regulations are still continue to introduce and improve,the archives work on the rule of law is receiving increasing attention and progress in Yunnan Province,but there are still many problems in the three stages of the construction of the rule of law: legislation,law enforcement,and popularize law.As long as by continuously strengthening the capacity of archives in the construction of the rule of law,we can push for a greater breakthrough in the construction of archives in the rule of law.The first part of this paper defines the concept of “Archiving the Rule of Law” and defines its content,it introduces the purpose,significance,domestic and foreign research status and methods of research on the construction of archives law,and determines the feasibility and necessity of research through the analysis of the introduction.The second part of this paper is a brief introduction to the status quo of the rule of law in Yunnan's archives,this part first analyzes the profile of the construction of archives regulations in Yunnan Province by means of lists,and then elaborates and comprehensively evaluates the historical evolution and main contents of the most important archives and regulations in Yunnan Province---”the Archives Regulations of Yunnan Province”,based on this,we can sort out the current achievements of Yunnan's archives legislation work,and is also discuss the progress made in file law enforcement and popularization work in Yunnan Province.The third part of this paper analyzes concretely the problems existing in the construction of archives law in Yunnan Province.In the legislative work,there are mainly problems such as lack of comprehensiveness and depth in archives,confusion in law enforcement procedures in law enforcement procedures,weak supervision in law enforcement,and limited capacity in law enforcement teams,in the area of popularize law,they affairs mainly face insufficient propaganda,heavy forms,and tangible results.The law-enforcement activities lack the problem of effectively supervising the evaluation system.The fourth part of this paper proposes suggestions and measures contrary to solve problems that have arisen in the construction of archives laws in Yunnan Province,the legislative work on archives should focus on the renewal of the guiding ideology and overall design,improve the rules and regulations of the archives,laws and regulations,and innovate to highlight the characteristics of laws and regulations,in terms of law enforcement,it is necessary to promote the construction of the archives law enforcement supervision system,strengthen the investigation of accountability,and supervise the disciplinary mechanism,and improve the ability of law enforcement teams in the archives.The archives and law work in Yunnan Province is also promising,it should promote the level of the rule of law of the archives to a higher level by increasing the popularity of archives legal knowledge,expanding the methods of enriching archives and promoting the inspection and evaluation of archival activities,and promoting the leap-forward development of archives in Yunnan Province.
