Research On Citizen Network Participation In Public Policy Making

Because the Internet has the characteristics of openness,equality and concealment,today’s Internet space has evolved into the public domain.The emergence of the network public sphere not only enriches the forms of citizens’ political participation,but also improves the degree of science and democracy in the process of public policy making.Nowadays,citizen participation in the process of public policy making also presents a new development trend--citizens use the Internet to participate in political life.Of this new type of citizen participation in form,can avoid the traditional disadvantages in the process of public policy making and to our country citizen participation in public policy making to develop a broader space.However,this form of civic participation is not without problems,it also has some shortcomings.Therefore,how to improve the citizen network to participate in the public policy making process in our country,so that the public policy making process to scientific,democratic and legal development direction,has become an important topic.The study of citizens’ online participation in the process of public policy making is a great boost to the progress of democratic politics in China.This paper mainly includes the following contents.Firstly,it sorts out the concepts related to citizen network participation in the process of public policy making,and introduces the main research objects,the boundaries of research issues and their meanings.Then has analyzed our country citizens in political life,via the Internet to participate in public policy formulation of reality,specific combining the results of the questionnaire and the related data of the citizen network participation main body structure,content,methods,system analysis and the current situation of motivation,and combined with examples comparison research;Thirdly,through the analysis of the current situation,the author finds out the problems of citizen network participation in the process of public policy making,and studies these problems.Finally,based on the collected data such as research reports,examples and data,this paper summarizes the existing shortcomings of citizens’ participation in public policy making through the network based on the basic theory,and proposes countermeasures to promote citizens’ participation in the public policy making process based on the specific situation of China.Hope for the Internet as a platform,citizen can be associated with their own interests appeal in public policy making process,how should delve into citizen in the network world efficiently participate in the policy-making process,further promote the citizen participation,and then make developing socialist democratic politics construction in our country,thus saving a lot of time,manpower,material and financial resources.
