Research On Citizen Participation In The Process Of Public Policy-making

With the advancement of political democratization,citizen’s right consciousness、participation consciousness gradually awakeningitizen,citizens are no longer satisfied with as the object of public policy,but is actively involved in public policy formulation process,make the public policy needs to maintain their own interests,participation has been more and more attention in the process of public policy- making. C itizen participation has a positive and important role on both for individual citizens, government, public policy itself and the entire country. But, at present, our country of citizen participation in public policy formulation process still exist many problems,in the period of social transition, the research on citizens participation is worthwhile from the political, economic, cultural and legal aspects.Based on the "citizen participation in the process of public policy research" as the subject,the first part is an introduction, which describes the background and significance of the study and summarizes the research at the domestic and abroad. It reveals the important points using literature research, the approaches combined whith theory and practice. The second part gives the definition from the basic concept. With Marxist theory, popular sovereignty theory, the theory of public services and governance theory, it reveals the value of citizen participation in the process of public policy- making.The third part is firstly make sure that C hina has gained the achievement of citizen participation in the process of public policy- making since the reform and opening up, and then elaborates many problems existed citizen participation in public decision- making and analyzes the factors that affect the citizens to participate in th process of public policy-making. The fourth part on the basis of problems and factors, the paper gives a perfect countermeasures,in order to promote citizen participation.
