Research On The Policy Of The Elderly Catering Welfare Service

At present,the aging of our country is becoming more and more serious and shows the characteristics of aging and empty nest.The form of severe aging has made the welfare of the elderly become a global problem affecting the social development.A more perfect social security system covering the elderly needs to be established quickly.Along with the development of the community and the change of family structure,community home is playing a more unique role.The needs in the elderly about "how to eat,how to eat,how to eat well" has become the problem that more and more old people desire to solve.For this reason,governments put the old age catering construction in the primary position of the development of the aging industry,and issued policy documents on developing the elderly meal service,and actively carried out the elderly catering service.Under this background,the implementation of the elderly catering policy and the establishment of a long-term mechanism are obviously a noteworthy issue.This study selected the Gulou District of Nanjing city as the research sample,using literature research,questionnaire survey and case interviews,analyze the main content and development status,value and subject,implementation and the status quo,the service object satisfaction of Nanjing’s elderly meal service welfare policy.Research shows that the elderly meal has become an important part of the pension system.The policy about it has achieved initial success.The ultimate goal of the development oriented and universal benefit has brought the real benefits to the elderly.But the policy lacks long-term,clear and measurable goal,no specific time in planning;the main policy-making,social organizations,enterprises and service object function has not been effectively play;in the policy operation process,existing narrow financing channels,evaluation the supervision mechanism is not perfect,the lack of supporting policies,social forces to participate in the enthusiasm is not high,professional level should be improved,the ability to integrate resources is weak and other issues.Based on these studies and put the political and economic,social and technical factors into consideration,this paper tries to put forward the following suggestions:one is to make clear policy target,the construction of standard operation mode to help the elderly meal;second is to improve the supporting policies to promote the construction of standardization to help the elderly meal;third is to broaden the channels of funding,the direction of market development;fourth is the support of social organization,and pay attention to the social work personnel training;fifth is to improve the supervision mechanism,establishing comprehensive evaluation mechanism.
