With the rapid development of the aging population in China, the issue of old-age care has become an important practical issue that the current society must properly resolve. The growth of age and the decline of physical functions make medical services more and more the most urgent need for the elderly to support the elderly. However, the traditional old-age care model that has separated medical care for a long time can no longer meet the diversified old-age needs of the elderly. The “medical-nursing combined care” pension model can effectively integrate medical resources and old-age resources, meet the special needs of the elderly population, and improve the quality of life of the elderly. Therefore,it is a general trend to promote the pension model of “medical-nursing combined care.”Qiqihar City,as the first batch of state-level medical and health care pilot units,is also facing some difficulties in actively exploring the process of combining medical care with old-age care. This article conducts field surveys by aligning two pilot units in hospitals in Qiqihar City, and conducts comparative analysis on the nature and scale, service content, and fees.At the same time,we conducted an empirical analysis of the basic conditions, pension needs and satisfaction of the elderly in the two institutions of medical care and support for the aged, and studied the path to promote the pension model of the “medical-nursing combined care” institution, and analyzed and evaluated its development.Various factors affected. The conclusions obtained through empirical analysis mainly include: First, the “medical institutions establish pension institutions”model has a higher degree of retirement satisfaction and can be promoted as a mainstream model.Second, the education level, marital status, physical condition and income level of the elderly have an impact on the satisfaction of the aged care service.Different levels of services need to be provided for the differences in the elderly to meet the diversified pension needs.Third, the contradiction between supply and demand, which restricts the development of medical care and support, should place emphasis on the spiritual comfort of the elderly on the basis of meeting the needs of the elderly at the lowest level. Finally, from the three aspects of economic support, personnel training and management mechanisms, suggestions are given for the development of the “medical-nursing combined care” organization pension model. For economic support,we must increase policy support and establish a long-term care insurance system. In terms of personnel training,we will explore the integrated model of “medical care, pensions, and education” to fundamentally improve the professional standards of nursing and nursing talents. At the same time,we must increase professional income, increase subsidies, and make up for the shortcomings of nursing talent. With respect to the management mechanism,a unified medical and health care industry standard and evaluation mechanism should be established as soon as possible.
