Research On Local Government Behavior In Urban Commercial Demolition

Under the background of China’s rapid socialist market economy,the urban demolition activities have make great contributions to the development of urban construction.As a part of urban demolition,urban commercial demolition plays an important role in urbanization.The implementation of urban commercial demolition can not be separated from the local government’s planning,management,and supervision.However,governmental management within the city’s commercial demolition can be either a normative act to promote the active motivation of the activity or an anomie to slow down the negative resistance of the development of the activity.Therefore,based on legality,science,and norms,local government actions become necessary elements to ensure the effective implementation of the entire activity process.In order to establish a framework for the study of local government behavior in commercial demolition,this study uses the organizational behavior theory,public choice theory,and government regulation theory as the theoretical basis,including the analysis of behavioral effects,behavioral pattern,behavioral positioning,and behavioral influence factor.Taking the case of demolition of commercial projects in Area B of City A in Jiangxi Province as an example,this study analyses the actual situation of local government behavior in commercial demolition of cities.In this case,it was found that local government actions have the behavioral deviation phenomenon of failing to distinguish public welfare demolition and commercial demolition,failing to follow market-oriented operation and management principles,failing to give correct supervision of commercial demolition activities.The emergence of behavioral deviations is due to self-interest-driven,performance-appraisal pressures,ambiguous role positioning,inadequate effective supervision,and lack of legal constraints.In view of the behavioral deviation phenomenon and the related causes of these behavioral deviations during the entire activity process of the local government,this study puts forward the "five-in-one" optimization recommendations within the relevant activities in the entire activity for the local government,from the perspective of regulating the concept of local government behavior,optimizing the local government performance system,correcting the role of local government,strengthening the supervision to local governments,and improving the relevant laws and regulations.
