Perform The Deviation Of Public Policy Of Local Government And Its Countermeasures

Currently, China is in an important period of accelerated transformation ofsocio-economy and a critical period of the full realization of well-off society before2020.And solutions of most social and economic problems depend on thegovernment’s scientific and effective implementation of relevant policies. However,there commonly exist some deviations and deteriorations when the local governmentsimplement the public policies such as the perfunctory implementation, distortedimplementation or replaceable implementation of central policies, which not only failthe realizations of established policy goals and the final solutions of policy issues, butalso weaken the government’s credibility and prestige and damage the image of thegovernments. So it is very necessary and helpful for the local governments toconstruct a scientific and efficient system of policy implementation to analyze thedeviated process of local governments’public policy implementations and furtherstudy the causes and put forward the practical suggestions.This thesis is divided into five parts:The first part is introduction which mainly introduces the background of the study,the theoretical significance of the study, the reviews of research status home andabroad, and the research ideas, methods and innovations.The second part is about the related basic theories and models. In this part, thethesis introduces definitions of some important concepts and the basic theories andmodels of policy implementation.In the third part, the thesis focuses on the key sectors of deviated implementationsof public policies and its hazards. The former part is elaborated from the deviation ofthe local governments’awareness and implementation of the public policies while thelatter part is elaborated form three aspects: the waste of policy implementation cost,the deviation of behavior and value orientation and the damage of government’scredibility.The forth part analyses the causes of deviation in the local government’simplementation of public policies. The causes include the quality of public policies,the implement body of public policies, the policy issues of public policies, themechanism of power configuration and implementation supervision and other factors.These factors involve the influence of the target groups, the complexity of policyissues, the non-institutional factor, the power configuration, the bureaucracy and so on,all of which have a great impact on the local governments’effective implementation of public policies.The last part puts forward some countermeasures and suggestions for theenhancement and improvement of the policy implementation of the local governmentsin China. The reasonable suggestions include improving the quality of public policies,improving the policy implementation quality of local governments and improving thepublic policy implementation mechanisms. All of these lead local governments tobuild an efficient policy implementation system.
