Research On The Problems And Countermeasures Of The Management Of Auxiliary Police Officers In Our Country

With the growing severity of the public security situation and higher demands from the social governance system,Auxiliary Police Force emerged,and has been developing rapidly during the past decades.For its number is even larger than the police force itself now,it is by no means a neglectable force in terms of social governance and public administration.Undoubtedly,Auxiliary Police Force is an effective compensation of Police Force,it has been playing a indispensible role in social service and management,as well as cutting the law-enforcement cost.However,some negative news was often exposed on the reports and stories,which reflects many shortcomings and potential risks of this force.Based on first-handed data and materials,such as samples from more than one dozen of municipal and county level governments,as well as more than 100 Questionnaires filled by Auxiliary Police Officers from various departments of Nanjing's Yu Huatai District,this article conducts a deep comparison and analysis.Based on the primary data,the article points out existing problems,some are rooted in the force itself,such as its member's mind is not in place,lack of capabilities and sense of belonging,while some are from external environment,such as deficiencies of legislative definition,unclearness of function and power,comparatively low wages and treatment,messes in enrollment and so on.All these will possibly result in unsteadiness of this force,difficulties in its daily management efficiency of police work and the image of our party and government as a whole.Finally,inspired by Max Weber's 'Rationality',New Public Administration's'Efficiency',Herzberg Dural-Factor Theory's 'Reasonable Motivator' and Post-New Public Management's 'Public Value',this article proposes improving measures from standpoints of legislation,organization and ensurance,such as:clarifying its function and power,strengthening performance management,improving related laws and rules and optimizing stimulating and welfare mechanism.In conclusion,this article suggests that only by forming a highly cooperated 'Country-Society-Market' mode,which is more flexible and efficient,the Auxiliary Police Force can play a even better role in social governance.
