The Performance evaluation of public sector, as an important tool of evaluate and improve the performance of public sector, is a new subject and arise universal attention and recognition from governments and academes all over the world. Advancing the general development of public sector performance evaluation and building an integrated and normative public sector performance evaluation system are of great significance for breaking through the bottlenecks in government administration. They are helpful for innovation of the administration mechanism and improvement of government performance.This thesis is aimed at the real need of public sector performance evaluation and has done a general and embedded research on the design of public sector performance evaluation system.First, this thesis introduces the actuality and the theories of public sector performance evaluation; analysis the general problem in Chinese public sector performance evaluation and the localization of tradition evaluation theories.Second, this thesis introduces the theories of Balanced Score Card and its application; analysis its feasibility in public sector performance evaluation. And then it combines Balanced Score Card with the"APC"theory, the author puts forward the modification to the tradition Balanced Score Card: it changes the tradition four dimensions to six dimensions, as finance, public, internal process, study and development, accountability and capacity, and build a model based on the six dimensions Balanced Score Card.At last, it follows the regulation and process of the building of public sector performance evaluation index, and set a six dimensions Balanced Score Card for public sector. And it presents AHP to the determination of the indicator weight to weaken the influence of subjective factor.This research hopes to do some constructive suggestions on the theories and practical operations to the public sector performance evaluation based on the six dimensions Balanced Score Card.
