The Research On The Governance Of The Village Leaders From The Perspective Of Political Culture

Political culture is one of the important methods of contemporary political analysis and social analysis,and it has a unique value in recognizing the political behavior of citizens under the framework of a national formal system.Political culture includes political cognition,political emotion,political attitude,political norms and so on,which provides a new perspective for people to understand social and political phenomena.The countrysides in China grow and develop on the basis of its profound cultural background,and the power of culture is imperceptible,far-reaching and lasting.With the accelerating process of urbanization,the rural social governance is confronted with many difficulties,such as village hollowing,population aging,the outflow of sages,and the abortion of rural culture,so the good rural governance is imperative.Village sage is the core of village sage culture.It mainly refers to village governance sage with extensive social relations,higher personal prestige and moral personality charm,including "the present" village sages such as village cadres,also including "the absent" village sages being as officials,working at business,or studying outside,who have significant advantages in such aspects as politics,economy and culture,so they are one of the vital main forces of rural governance.Village sage culture is an important part of the traditional political culture,which not only accumulates the wisdom and experience of rural grass-roots governance in our country for thousands of years,but has important humanistic moral value and social economic benefit to solving the problem of rural governance.However,with the rapid social revolution and transformation in modern times,the traditional village sage culture has been constantly deconstructed,and even fades away.To get rid of the dilemma of rural governance and exert village sage governance,we must reconstruct the new village sage culture under the background of modernization,and make the village construction spark new vigor and vitality.Based on the perspective of "political culture","village sage governance" as the research subject,this paper mainly discusses the questions:how to activate the precious village sage cultural heritage in traditional culture under the background of new era,so as to cultivate village sage culture to carry out modern rural governance.Firstly,the paper introduces the research background and significance of this topic,and summarizes the research status related to this topic;Secondly,it defines and interprets the relevant concepts of political culture,village sage,village sage governance,village sage culture,the new village sage culture and so on,and discusses the feasibility of village sage governance research in the political culture perspective from the aspects of theory and practice;To reconstruct the new village sage culture,we must understand the political and cultural basis of the traditional social village sage governance and clarify the development and loss of village sage culture,so as to explore the cultural basis of supporting the traditional social village sage governance and comb the process of both the disappearance of gentry stratum and the deconstruction of village sage culture in the process of modernization;Then,analyze the cultural opportunity and realistic predicament of village sage culture reconstruction in the new period,so as to recognize the impetus and resistant factors of the new village sage culture reconstruction in modern society;Finally,in view of the realistic predicament of the new village sage culture reconstruction,this paper explores the reconstruction ways of the new village sage culture construction from the elements of political culture,that is,based on the three levels of political cognition,political belief and political norms,this paper aims to strengthen the construction of new village sage culture and promote the modernization of rural governance specifically by strengthening past serve's political and cultural cognition,constructing the political belief system of advocating good character and enriching the political and behavioral norms with etiquette and law combined.
