On The Problems And Countermeasures Of Village Governance In The Region Of Wujiang

The autonomy of villagers which is the most basic governance form of grassroots and related to the fundamental interests of broad masses of peasants is the bedrock of the whole social governance. According to “the constitution of the People’s Republic of China”, Village Committee become a grassroots level organization of self-government in 1982 and then raised the core content of four democratic in 1994 which is “Democratic election, Democratic decision-making, Democratic management, Democratic supervision” as the basic principles and main criterion to the villagers’ autonomy. The subject of the autonomy of villagers is all the villagers, who governs the village by villagers’ autonomy, which contains election, decision-making, management, supervision. The main object of governance is the public management matters. Good governance not only ensure the harmony and stability of grassroots, but also ensure the effective social management. This thesis takes Wujiang in southern Jiangsu as research sample to explore the development trend of the autonomy of villagers comprehensively in the new situation. With the research methods of field research, literature research, data analysis and so on, which deeply analyzed the current development status and challenges and aim to find some effective solutions for the autonomy of villagers in the future.First of all, this thesis describes the background, significance and profile of the research systemically. The development of villages has always been the strategic infrastructure project and the mode of the autonomy of villagers has been changing over in the past decades after the Reform and Opening,which formed the current governance structure. The autonomy of villagers has always been hot issues among scholars and the research of the autonomy of villagers has diverse angles and various modes which results in rich achievement. It’s significant for the improvement of governance system of the whole society and country by exploring more on the results and challenges of the autonomy of villagers in the area with developed economy and ideological vanguard combining with the development background of southern Jiangsu.Second of all, this thesis describes current situation of the autonomy of villagers. Firstly, the thesis begins with a brief introduction to the basic situation of Wujiang area including geographic location, ecosystem, administrative divisions, economic development, cultural development and social integrated development. Secondly, the thesis aims to discuss the main structure of the autonomy of villagers in Wujiang area including the governance body, organization structure, the division of responsibilities and the governance process.Third of all, the thesis focuses on research of important matters and prominent issues of the autonomy of villagers which include vote-buying corruption, the violence of governance, the fading enthusiasm of villagers’ participation in the governance, town government’s excessive intervention on villagers’ autonomy and the unavoidable challenges brought to villagers’ autonomy by modern development.Fourth of all, the thesis discussed the influencing factors and prominent contradictions of the autonomy of villagers which includes internal factor and external factor. Internal factor includes: 1)two village committees don’t have harmonious relationship and have conflict of interest; 2)the uncoordinated relationship between clan and capable brains impacts the governance process; 3)the contradiction between the villagers’ representatives “minority” and the whole villagers “majority” result in that villagers’ representatives can’t represent the villagers; 4)traditional thoughts and old ideas are thoroughly ingrained and hard to be eliminated completely. External factor mainly includes macroeconomic regulation, legal system construction and population movements.At last, the thesis analyzes the development trend and solutions of the autonomy of villagers. The key to defuse the conflicts of grassroots power is to pinpoint the different organizations. Grassroots government shall transfer from regulation-type government into service-oriented government and village committee shall transfer from decision-making body into implementing body, the two parties shall divide the work precisely to form the complementary cooperation mechanisms of governance. Meanwhile, it’s necessary to improve the level of economic development, tamp governance foundation, strengthen organization construction, to give full play to folk organization function and perfect legal system and autonomous system.
