The Dilemma And Outlet Of Multi-Governance In The New Rural Community

The "Country Revitalization Strategy" proposed in the 19 th National Congress of the Communist Party of China is a brand-new measure to solve the "three rural issues." The multi-elemental co-governance of the new rural community is an important way to realize the “rejuvenation strategy for rural areas”.The multiple governance of the new rural community is conducive to alleviating the current unbalanced development of rural and urban development and is in line with the new requirements set forth in the “Rural Revitalization Strategy”,namely,the realization of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent life.The five aspects jointly promote rural development.At the same time,the multi-joint governance of new rural communities has a positive role in solving major problems that need to be resolved in the new stage,including promoting agricultural modernization,promoting industrial integration,solving farmers' income increase problems,and deepening accurate poverty alleviation.The multi-level co-governance of the new rural community is an important guarantee for achieving fair distribution and for peasants to share the fruits of reform and development.It is also a concentrated expression of the CPC's people-centered and heart-centered countryside.The multi-elemental co-governance of the new rural community is an important way to realize the “rejuvenation strategy for rural areas”.Based on the practice of constructing a new type of rural community,this article uses the analysis tools of governance theory,multi-center governance theory,and interactive governance theory to explain the characteristics of the new rural community,and re-compose and determine the interactive relationship and function of multiple governance entities.In the process of urban-rural integration,the diversified subject cooperation and co-governance of the new rural communities still has the difficulties of positioning government functions,lagging development of community organizations,lack of participation of market participants,low level of participation of community residents,and impeded multi-subject cooperation.The main causes are: The pattern of relations between strong countries and weak societies,the fall of departmentalism and government responsibilities,the weakness of community organizations,corporate egoism and the loss of subject responsibility,and the rational sheltering of community public life.In order to solve the above difficulties,it is necessary to clarify the orientation of multi-subjects and give full play to the role of multi-subject governance;to use the intersubjectivity theory as a guide to promote the positive interaction of multi-subjects;to highlight the ethical spirit of responsibility,to implement the multi-subject governance responsibility system,and to build a culture of multiculturalism,to create a united and collaborative atmosphere.
