Research On The Innovation Of Government Service Functions In The Investment Promotion Of Changshu City

Investment promotion and capital introduction has always been regarded as one of the most important functions of the government.The effectiveness of government service is of great significance.With the deepening of reform and opening up,investment promotion and capital introduction has played a key role in the rapid development of China's economy and has also been a major factor in local economic development.In a certain period,the government has dominated almost all the work from policy making to economic and trade fair.This method has made remarkable achievements and promoted the development of local economy.However,with the continuous development of market economy,government-led investment promotion and capital introduction can no longer meet the needs of the times,many problems emerged.As a kind of market economy behavior,investment promotion and capital introduction is bound to be marketized under the background of market economy system reformation.The problems exposed increasingly remind government of the need to change its work and service function,thus promoting the healthy development of economy and society.This article takes the problem of investment promotion and capital introduction service in changshu city as the research object.Firstly,it defines the new public service theory,the position of service-oriented government and the concept of government service function.In theoretical analysis,this article argues that the government should do service function rather than management function.The government can provide all kinds of service including environmental service,information service and various others.Secondly,this article analyzes the current situation of investment promotion and capital attraction in changshu city on theoretical basis,points out the problems in government service function,and specifically analyzes the possible reasons for these problems.This article holds that these problems mainly include lack of support,the need to optimize environment,and insufficient information service,etc.,which are caused by ideological awareness,team building and management system.Finally,the article puts forward the countermeasures to improve the government service function,mainly in the aspects of government work concept,service environment,service supply and system guarantee,so as to promote the innovation of the government service function.
