The response is a necessary feature of the government, as the representative of public service, the government should built a smooth channels for public to express their interests and met their increasing needs. At present, China's environmental mass incidents have shown a growing trend of increasing risk, challenging the local government's response ability. In reality, local governments ignore the public's environmental demands, forcing public go for the collective protests. All of this are not only led more and more environmental mass incidents happens, and easily lead to social turbulent.In recent years, the local governments in our country takes a positive exploration and attempt in respond to the environmental,however, the local government still have many deficiency, such as the lack of response to initiative, the guarantee of institutionalization and the poor efficiency in respond process. So how to optimize the current government response to environmental mass incidents, to promote the local government can achieve a scientific and effective response to environmental mass incidents in the institutional framework, so that the problems can be solved efficiently,is the subject of this study.Based on this,according to the research idea of "Problem Found-Problem Analysis-Hypothesis Formation- Hypothesis Demonstration",author find the research issues by comparing the theoretical situations and the actual situations in local government response to environmental mass incidents. Through further refinement of the problem,this paper puts forward the optimization ideas of the local government in response to the environmental group events. More specifically, the local government can optimize three aspects, the lack of institutional response, the lack of institutional response and the failure of the whole thread response to the environmental mass incidents. The conclusion is that the optimization scheme is reasonable and effective, which can be as a reference in the future.
