Research On Improving The Level Of Public Security Traffic Management In Anshan City

Modern transportation and its management have become an important part of the key infrastructure of a country and region,and with the growth of the total population,the improvement of the living standard and the development and progress of science and technology,it has become an extremely complex social subsystem.Modern traffic management needs not only the relevant laws and regulations as the fundamental basis and guarantee,but also a series of policies and measures in the aspects of administration,education and technology.In our country,the functions of traffic management are carried out by the public security department at present,and the traffic administration bureau has been set up under the Ministry of public security.The traffic management duties of the national public security organs include the drafting of road traffic management policies,the investigation and punishment of traffic illegal activities in accordance with the law,the prevention and treatment of traffic accidents,the maintenance of road traffic order,the registration and driving of motor vehicles.Driving tests,and traffic safety publicity and education.According to the authority statistics of the traffic administration bureau of the Ministry of public security,in 2013-2017 years,the number of new motor vehicles increased from 24 million 860 thousand to 33 million 520 thousand per year in China.By the end of 2017,the number of motor vehicles in our country had reached 310 million,of which 217 million vehicles,385 million of motorized motorists and 0.342 billion of the motorists.This means that the current and future public security traffic management situation is very severe.It is necessary to invest a lot of manpower,material and financial resources,as well as special system analysis and research,to better meet the challenges and solve the problems.In this paper,the traffic management of Anshan police traffic police department is taken as the research object,through the analysis of the status and problems of the traffic management in Anshan City,and on the basis of the experience of other cities,the characteristics of the urban traffic development in Anshan and the exploration of the city traffic management in Anshan have been put forward.Targeted suggestions provide useful ideas for the construction of public security traffic management capacity in Anshan.Therefore,the main contents and structure of this article are as follows:first,the core concept and theoretical basis of public traffic management.This part mainly defines the traffic management and its objects and principles,and combs the theory of public products,the theory of governance and the theory of new public service on the basis of this study.Two is the analysis of the status and problems of public security traffic management in Anshan,based on the subject,object,principle and content of public security traffic management.This paper mainly summarizes the problems existing in the current public security traffic management in Anshan,including seven aspects,such as planning,key sections,static traffic,comprehensive regulation and facilities,and three is the experience of public security traffic management in other cities in China,mainly combining with the author's investigation and investigation,and to Guangdong,Henan and black.The related experiences of five cities in four provinces in Longjiang and Hebei were analyzed and summarized.In addition to Shenzhen as a model city,other cities were medium cities,and four were the countermeasures and suggestions to improve the traffic management level of Anshan public security,mainly from comprehensive management,legal construction,slow traffic,law enforcement management and intelligent transportation.The five aspects are summarized.The possible innovations of this paper lie mainly in the following two aspects:First,using public products and social governance theory,the current situation and problems of public security traffic management in Anshan are analyzed in depth,which makes the grasp of the problem more accurate and thorough.In view of the author's job,the daily work is familiar to some of the existing problems,but the author and the relevant investigation and research are not able to make a detailed and in-depth analysis of the related issues from the perspective of public service supply and social governance.Second,this study provides a relatively complete framework for countermeasures.Based on the analysis and grasp of the current situation and the existing problems,the proposed countermeasures and suggestions in this paper have actually formed a relatively complete framework,including five aspects of the working mechanism,the legal system,the management concept,the law enforcement management and the intelligent science and technology.In fact,it is based on the needs of solving the problems and the reality.This is not only the result of in-depth research in this paper,but also the result of scientific summary of relevant practical experience.
