Study On The Countermeasures For The Cultivation Of New Farmers In Anshan City

Since the first document of the Central No.1 document in 2012,"Developing New Type of Professional Farmers",the No.1 Document of the Central Committee has made important arrangements for the development of new professional farmers and identified them as indispensable for the development of rural human resources.means.In particular,the 19th National Congress of the Communist Party of China proposed that the issue of agricultural and rural peasants is a fundamental issue concerning the national economy and the people's livelihood,and proposed the implementation of the rural revitalization strategy.In contrast to the construction of a new socialist countryside,the general requirement of the rural revitalization strategy is to develop a new stage of agricultural and rural development,set a new goal,and put forward new and higher requirements.The implementation of this strategy will be for China.The development of the "three rural" has injected a strong impetus.It can be seen that the "three rural issues" related to rural stability,agricultural development,and peasant income increase have been mentioned at the height of national strategic development.With the acceleration of the "urban-rural integration" construction process,more talented people have been introduced to the countryside to develop rural areas and build rural areas.However,from a fundamental point of view,the development of rural areas still depends on local farmers.Therefore,we must pay attention to the development of rural human resources and comprehensively cultivate new professional farmers.This paper first introduces the research background and significance of the article.Secondly,this paper elaborates the core concepts of professional farmers,new professional farmers and new professional farmers cultivation,and analyses the key theories such as human capital theory and human resources development theory.Then it analyses the current situation of the cultivation of new-type professional farmers in Anshan City.The main problems in the development of the cultivation of professional farmers in Anshan City lie in four aspects:lack of unified planning,low enthusiasm for farmers'participation,obscure cultivation effect and lack of basic conditions for cultivation.Then it analyses the cultivation methods of new professional farmers in the United States,Germany and South Korea.At the same time,it expounds the advanced experience of new professional farmers cultivation in Suzhou,Jilin and Shenyang,which can provide reference for the development of new professional farmers cultivation in Anshan City and get inspiration from it.This paper also analyses the problems existing in the cultivation of new-type professional farmers in Anshan City,and puts forward some countermeasures and suggestions to promote the cultivation of new-type professional farmers in Anshan City from the aspects of system,fund,propaganda and guidance,and social environment,combined with the advantages and practices of advanced regions at home and abroad.It is suggested that we should give full play to the functions of the government,effectively guide the participation of farmers,construct a new system of cultivating professional farmers,and create a social environment for the development of new professional farmers.Finally,the full text is summarized and concluded,pointing out that under the background of "recruiting talents and attracting wisdom" of the state,we should pay attention to the cultivation of new-type professional farmers in the region,give full play to the exemplary role of new-type professional farmers,and contribute to the construction of rural areas.
