Research On Public Crisis Management In Ethnic Minority Areas

Crisis management is an old and new topic,mainly due to the development of the human history is a history of the crisis,in the risk society,we often have to face various kinds of uncertainty,complex and serious crisis.In the United States"nine-11" terrorist attacks,the world has found some large public events such as the 2003 Beijing crisis:the SARS incident in 2004,the global bird flu and India Ocean tsunami in 2005,hurricane Katrina in the United States,the 2008 Sichuan earthquake in Wenchuan and the situation in Libya and Syria continued to be turbulent in 2011 incident so,all kinds of public crisis events have been fully shows that the international community has entered a crisis in the society.Based on this,governments have gradually to the crisis management and the corresponding processing mechanism produces great attention,but the relevant information,the current research on crisis management is the research core around the national crisis or municipal crisis,and related researchers and government in public crisis management in ethnic minority areas is also not sufficient cause attention,or related personnel in dealing with problems tend to feel theory research and practice operation does not match.In addition,the severity of the widespread crisis particularity,crisis and know how to deal with the crisis and lack of basis,it can not lead in the face of the crisis in the first time to deal with and deal with,resulting in more casualties and property losses,and even cause more complex events.On the other hand,the lack of effective organization of emergency personnel under the command of operation,methods to deal with the crisis is relatively single,and not to have the crisis resolved and effective resettlement,it is often difficult to solve the crisis fund a mentally in a short period of time.[1]This paper takes city of Y as an example,the theory of social management,public crisis management theory,government function theory,and lead to the public crisis management in minority areas of importance and necessity of research.This article through to the public crisis management in minority areas of the organization system,operation mechanism and construction aspects to sort out,found the public crisis management in the minority areas of our country from the root of the problem,and look through the phenomenon of nature,analyzes the causes of these problems.Through the in-depth analysis of the causes,puts forward relevant measures:such as improving the public crisis management level of minority area;public crisis management organization and coordination mechanism to establish a scientific;establish a mufti-channel investment mechanism,increase the central and local financial support;strengthen crisis management personnel training,promoting professional talent introduction mechanism construction;using a variety of media channels to increase publicity efforts to solve the public crisis management in minority areas of the current Y city outstanding cadres of ethnic minorities to improve the allocation rate and other measures.
