Research On The Government's Role In The Standardization Construction Of Yangzhou City

Under the background of economic globalization,standard,as an important means of market competition,is the strategic commanding point of social and economic development.It has become the highest form of competition among countries,regions and enterprises.After nearly ten years of rapid development,the standardization construction in Yangzhou has come to a critical stage.It is of great practical and strategic significance to strengthen the government's function in standardization construction.Although relevant standardization management methods have been formulated in Yangzhou,due to the late development,incomplete research on standardization work,lack of practical experience and other reasons,there are many limitations in understanding how the government could play a better role.To solve the problem,in this paper,the research will focus on the standardization construction of government function,the key to determine the government role in the standardization construction,through the government role positioning find out the deficiency of the government role in the construction of standardization,to Yangzhou's management mode reform of the construction of the standardization and optimization to provide theoretical support and policy Suggestions,form the standardization of the construction of the new way of thinking.This paper takes the function of the government in the standardization construction of Yangzhou as the research topic.Based on the review of the existing studies at home and abroad,this paper first builds the theoretical foundation of this paper by applying the theories related to standardization management,public product theory,public participation,government and market relations,etc.Secondly,the questionnaire survey method and interview method are used to understand the status quo of the government's function in the standardization construction of Yangzhou,and to provide factual basis for the analysis and research of this paper.Thirdly,the experience of standardization construction in developed areas in China and abroad is used to provide practical basis for the conclusion of this paper.By summarizing and analyzing the collected data and analyzing the existing problems and causes,this paper analyzes the achievements and deficiencies of the government in the standardization construction of Yangzhou,and puts forward policy Suggestions for the government to better play its role from three aspects:Firstly,based on the attributes of public products of local standards,it is suggested that the government should play a leading role in the construction of the standard system,including improving the overall planning,strictly examining and approving projects,reforming the evaluation methods and strengthening the later management.Secondly,from the perspective of the transformation of government functions,the government should play a service role and create a good environment for standardization construction from the aspects of human resource,material,financial,technological and information.Thirdly,the government should play a bridge role from the theory of public participation,handle the relationship between the government,industry associations,scientific research institutions,technical institutions and enterprises,and build a bridge between producers and consumers.
