Research On The Problems And Countermeasures Of Police Construction In Rural Communities In R City

At the beginning of this century,the Ministry of Public Security deployed and implemented the strategy of community policing throughout the country,and R city began to actively promote the construction of rural community policing.It effectively reduces the frequency of committing crimes in the community and achieves good results.In this paper,the construction of rural community policing in R city is taken as the research object,with public governance theory and police public management theory as analysis tools,case analysis method and investigation method as research methods,the effectiveness,problems and causes of rural community policing in R city are analyzed.Based on the experience of policing construction in developed countries,the improvement and strengthening of rural community in R city are put forward.The countermeasures and suggestions of police affairs construction.Firstly,the basic concepts and theories are sorted out and analyzed.It is believed that rural community policing refers to a policing mode that takes the community as the geographical basis,takes the rural community residents as the main body,serves the rural community residents as the guiding ideology,utilizes and mobilizes all resources within the community,effectively maintains the internal security and stability of the community,combats crime,jointly builds the harmonious environment of the community,and jointly creates the peaceful life of the community.Rural community policing construction refers to the process of strengthening community policing force,improving community policing system and improving community policing methods in rural areas.This paper is used to observe and analyze the theory tools of community policing construction in R city,which are public governance theory and police public management theory.Public governance considers that the core content of governance is participation and cooperation,actively advocating partnership cooperation based on market principles and public interests,while police public management emphasizes the realization of public interests through the use of public power and the provision of public goods and services in accordance with the law,while accepting public supervision.Combing the concepts and theories is the logical starting point of this paper.On this basis,this paper makes an empirical analysis and presentation of the current situation of rural community policing construction in R city.The main achievements of rural community policing construction in R city are as follows: firstly,the grass-roots police force has been strengthened;secondly,relevant policies have been gradually introduced;thirdly,the "trinity" working mode of community policing has been implemented;fourthly,the "integration" of rural community policing construction and community construction has been implemented;fifthly,the "one village and one police assistant" has been implementedin rural communities;sixth,the people's livelihood policing has been constructed.Platform.At the same time,there are still some shortcomings and problems in the construction of rural community policing in R city: firstly,the basic work of rural community policing is weak;secondly,the utilization of rural community policing resources is insufficient;thirdly,the operation of rural community policing is not smooth;fourthly,the relationship between rural community policemen and people is not harmonious enough.The main reasons for the above problems are as follows: firstly,the concept of rural community policing has not been deeply rooted;secondly,the level of modernization of rural community policing is low;thirdly,the operational mechanism of rural community policing is not perfect;fourthly,the rural community policemen lack the ability of mass work.In view of the above problems and causes,this paper puts forward countermeasures and suggestions for strengthening and improving the rural community policing construction in R city: first,R city should strengthen the basic work of rural community policing,second,improve the construction of rural community policing operation mechanism;third,strengthen the construction of police-citizen relationship in rural community.
