Research On The Operational Logic Of The Communist Youth League In State-owned Enterprises

State-owned enterprises have both economic and political functions,so they need to pursue both economic efficiency and non-economic social and political goals.In practice,the pursuit of economic goals and non-economic goals of state-owned enterprises can not be clearly differentiated.They are always intertwined with each other.This internal logical tension also constitutes an important variable affecting the development and operation of the Communist Youth League of state-owned enterprises.On the one hand,the league organization of state-owned enterprises should serve the capital logic of enterprises' pursuit of economic efficiency;on the other hand,it should also follow the political logic of serving the youth and the national development goals.The purpose of this study is to explore the development and operation logic of the Communist Youth League organization of state-owned enterprises on the basis of empirical research,and reveal how the capital logic and political logic of enterprises affect the daily practice process of the league organization of state-owned enterprises.This study adopts the qualitative case study method and takes the communist youth league organization of SZ company,a state-owned enterprise in Shanghai,as an example to carry out the research.SZ company is an old state-owned enterpriseestablished in 1950s in Shanghai.In the past few decades,SZ company has gone through many reforms and repeatedly wavered between,"plan" and"market","economic efficiency"and"social and political benefits".It has become a good case to study how capital logic and political logic affect the organization and operation logic of the communist youth league of state-owned enterprises.It is found that in different periods,SZ company's operating logic is affected differently due to its different time background and goals and tasks.SZ youth league has experienced the strength in the period of planned economy and once weakened from dominance to edge after the reform of state-owned enterprises.After the 18th National Congress,SZ League organizations are facing new challenges and opportunities for development.The development of State-owned Enterprise League organizations from strong to weak and to strong is closely related to the pursuit of their own goals.The survey found that under the planned economy condition,the political goal of SZ company,as a state-owned unit,is stronger than the economic goal.In the unit,the situation of"Party and government work groups,jointly manage"has been formed,and the League organization operates strongly.Under the condition of market economy,when SZ company's economic goal is stronger than its political goal,what kind of crisis and development challenge the Communist Youth League,as a political organization,is facing.After the 18th National Congress,the new characteristics of the reform of state-owned enterprises and the strict management of the Party have brought new opportunities and opportunities for the development of the League organizations of state-owned enterprises.Based on the logic of organizational development at different historical stages,my paper reveals the relationship between economic and political objectives in the process of state-owned enterprise reform and the operation of League organizations within enterprises,describes the relationship between state-owned enterprises and League organizations and the operation logic of League organizations in state-owned enterprises from the perspective of organizational objectives,and puts forward the suggestion of promoting the operation of League organizations in state-owned enterprises in the new era.
