has developed rapidly.In some areas with good ecological environment and prominent regional advantages,rural tourism has become its One of the pillar industries of the locality and a new economic growth point.From the perspective of public management,rural tourism resources are important social resources,they have specific public goods attributes.Therefore,the planning,development and operation of rural tourism industry are inseparable from government intervention and management.General Secretary Xi Jinping pointed out that "the development of rural tourism is an important channel to overcome poverty and develop rural tourism.It is necessary to seize the opportunity of the rise of rural tourism,transform resources into assets,and practice Nature is the true treasure,It is necessary to analyze and forecast rural tourism.".Therefore,in-depth investigation and analysis of the government’s responsibility and actual responsibility in the development of rural of practical significance.This paper selects the TL area of Chongqing as the research object,and starts from the planning,design,publicity and marketing,basic guarantee and supervision and management responsibility of the rural tourism development,and analyzes the planning,design,publicity,marketing,basic guarantee and supervision of rural tourism.The responsibility of the government.The TL area is a traditional agricultural area.The land type is mainly mountainous hills.It is about 60 kilometers away from the main city of Chongqing.It is a typical metropolitan suburb in the west.The development of rural tourism in China.This article is divided into seven parts.The first part is the introduction.It mainly introduces the background,significance and related concepts of this paper,and presents the research results of domestic and foreign scholars’ responsibility in the development of rural tourism.The second part is the origin and development status of rural tourism development in China.The origin,current status and main classification patterns of rural tourism are briefly described.The third part is the analysis of government responsibility in the development of rural tourism.In theory,it analyzes the responsibility of the Chinese government in the development of rural tourism from the four aspects of design responsibility,basic guarantee responsibility,supervision and management responsibility,and publicity and marketing responsibility.The fourth part is about the situation and analysis of rural tourism development resources in TL District.This paper introduces the specific conditions of the sample area and rural tourism development and the status quo of rural tourism development,and conducts SWOT analysis.The fifth part is the implementation of government responsibility in the development of rural tourism in TL District.To sort out the responsibility of the government of TL District in terms of design responsibility,basic guarantee responsibility,supervision and management responsibility,and publicity and marketing.The sixth part is the analysis of the problems and causes of the TL District Government in the development of rural tourism.According to the theory of government responsibility in rural tourism development,combined with the current situation of rural tourism development in TL District and the government’s responsibility distribution in rural tourism development,the problems in rural tourism development are sought,and the causes of problems are analyzed.The seventh part is to strengthen the thinking of government responsibility in the development of rural tourism.In response to the problems and causes of the government’s development in rural tourism,several solutions are proposed.
