Since the reform and opening up,with the continuous improvement of the socialist market economic system and the gradual collapse of the unit system,the community has assumed more and more functions of social management and social service originally undertaken by the government,enterprises and institutions.Community workers play an increasingly important role in social management and social development.However,the community worker team,which is mainly composed of residents'Committee members,has been unable to adapt to the changing new situation.It is in this situation that the community employee team emerges as the times require.The system of selecting community staff openly for the society through examinations and then letting the selected staff undertake some grass-roots work in community governance is called community staff employment system.Selection of community workers must pay attention to their professionalism and service.It adds that the pressure on community work can be greatly relieved.In fact,the completion of a large number of community work is heavily dependent on the employment of staff,they have become an indispensable part of the production of community services.Community employee is a "vulnerable group" in the ranks of community personnel.How to manage them to better protect their interests has become a problem that needs to be solved urgently.With the rise of community building in China,community workers have become the main force in community development and construction.In many local governments and sub-district offices,through social recruitment,various types of social talents have been selected to enter community work,and a growing team of employed community workers has been formed.These community workers are different from enterprise employees and Government Civil servants,and the management research on them is very rare in China.In addition to the huge differences in the national conditions,in the management mechanism of community workers,we draw on the relevant experience of foreign countries is very limited.In addition,the previous community work model is no longer applicable to the changes of the new era,the lack of motivation of community workers,management chaos and other issues have become common problems in major communities.All these require us to deeply study the modern management mechanism of employed community workers based on the actual situation in China.This paper takes L community as the research object,uses the form of questionnaire survey to explore the management problems of L community employee system staff,and analyzes the reasons,puts forward the countermeasures to solve the problems,and gives reasonable suggestions.On the basis of in-depth investigation and analysis,this paper summarizes the main problems existing in the management of L community employee system,such as:unequal pay for equal work,inactive attitude towards work,absence of job training,weak sense of professional identity and so on.The main reasons for these problems lie in national policies and laws.The reasons include imperfect laws and regulations,insufficient government investment,unsafe welfare treatment,defective management of community employee system,and insufficient awareness of rights protection of employee system.Therefore,starting from national policies,laws and regulations,administrative organs,community level and employee system staff themselves,this paper constructs Management Countermeasures for L community employee system staff.
