A huge tree that fills one's arm grows from a tiny seedling;a nine-storied tower rises from a heap of earth.Although the community is small,it is the basis of public service and the main positions of the residents' autonomous management.The community staff has huge amount missions of community affairs and the autonomy of residents,which is tired and stressed out.As the main force of the construction of urban communities,the employed community staff provides professional help and improvement for urban community management.However,the current theoretical research for the employed community staff is too little,and the care and welfare in the actual working life for this group are also obviously inadequate.This paper will carry out research on the incentive mechanism of the employed community workers,which is conducive to improving the ability and efficiency of the community workers,promoting the construction of the community and improving the harmony and stability of the whole society.This paper starts from two directions.One is the mechanism design of the employed community workers,and its test and evaluation.The other one is the dual dilemma between the administration and employment of the community workers.In the face of the dual dilemma of community worker and the lack of research on the incentive mechanism of the public sectors,this paper takes the relative incentive theory as the theoretical basis to design the model of the employed community staff incentive mechanism.At the same time,take the employed community workers in District N,City C as the research object,using research methods like surveys,questionnaires and interviews to test the incentive mechanism model,and suggest the existing problems and improve directions.After the assessment of the incentive mechanism to verify that the existing problems and improve the direction.Finally,we try to put forward the countermeasures to improve the incentive mechanism of the employed community staff from the aspects of identity establishment,evaluation system and salary system.Here,through the design and application of the incentive mechanism,solve the existing shortcomings of the incentive mechanism of the employed community workers,and discuss the dual dilemma of the employed community workers,then propose the conclusion that solving their unique contradictions and aspirations by the implementation and career promotion.Theoretically,this paper improves the theory about the employed community workers and the public sectors incentive mechanism.Practically,this paper is helpful to improve the working efficiency and service level of community staff,and put forward a new idea of the incentive mechanism of employed community staff.It will promote the good operation of the community and to improve the urban public service level,and thus to ensure the harmony and stability of the society.
