Village cadres are the basic work force of the Party and the government in the countryside.They play an important role in stabilizing the grass-roots rural political power,promoting the development of rural collective economy and leading the farmers to a well-off life.It is self-evident that the village cadres are highly motivated and play a good or bad role in grass-roots governance.This paper collects and organizes local policy documents and working data,issues questionnaires,and case studies to investigate the management of village cadres in representative counties(cities,districts)along the coast and in mountainous areas of Quanzhou.Incentive mechanism for cadres.According to the reinforcement theory,village cadre incentives are divided into positive incentives and negative incentives.Two-factor theory is used in positive incentives to divide them into health care factors and incentive factors.The health care factors in village cadre incentive mechanisms mainly include salary,pension,education,and education.Research on training and other aspects;motivation factors mainly from the promotion space,reputation incentives,job honor and other aspects;negative incentives mainly from the village cadre supervision,constraints,punishment and other aspects.The study found that the "three rural" work in Quanzhou has obvious correlation characteristics with the stability and role of the village cadre team;the contradiction between the incentive needs of the village cadres in Quanzhou and the status quo of the incentive mechanism is more prominent,mainly manifested in the inadequate compensation system for village cadres Reasonable,politically seeking promotion paths,fewer frequency of reputational incentives,education and training can not meet the actual needs of village cadres to improve their quality and ability,and supervision and control of village cadres is not enough.Aiming at the above problems,this article proposes a series of optimization suggestions for the construction of the incentive mechanism for village cadres in Quanzhou City on the basis of drawing on advanced practices in other places.The construction of village cadres 'incentive mechanism is a systematic work.It uses reinforcement theory and two-factor theory to fully explore the health benefits of village cadres' economic treatment guarantees,education and training,and construction of assessment and evaluation institutions.Expansion of professional talent development and other development space,breaking through the bottleneck of the village cadre promotion system,strengthening the construction of incentive factors such as reputation incentives,and giving full play to the role of positive incentive factors;at the same time,rational use of negative incentive factors such as supervision,constraints,and punishments,to The “customized” village cadre incentive mechanism further improves the scientific level of village cadre incentive work.
