The Qingdao Communist Youth League Organization Participates In Government Procurement Service Research

The participation of the Communist Youth League in government purchasing services is an innovative exploration to solve the problems of the efficiency and quality of public service supply in the socialist society with Chinese characteristics in the new era.With the promulgation of the Guiding Opinions by the State Council in 2013,the Communist Youth League has begun a large number of practices of participation,innovation,summary and re-exploration in the government's purchase of public services.The purpose of this paper is to make a deep understanding of the current situation of Qingdao Communist Youth League organizations participating in government purchases through in-depth interviews,to analyze the interview data through case studies,to find out the existing problems,and to put forward countermeasures and suggestions.Firstly,this paper introduces the significance of the research and summarizes the current research situation at home and abroad through literature review.On this basis,it explains the related concepts of the Communist Youth League organization and public service in detail,and from four aspects:the generation mechanism of purchase demand,the selection mechanism of purchase acceptor,the supervision and evaluation mechanism of purchase process,and the incentive and cultivation mechanism of government for League organization.The theory is constructed.In the description part of in-depth interview,the preliminary analysis of interview results is made from the design of in-depth interview scheme,sample selection,interview outline design and interview process description.It is pointed out that the participation of the Communist Youth League in government purchasing services is the need of the transformation of government functions,the need of promoting the modernization of social governance,the need of the development of non-governmental organizations and the self-reform of League organizations.Leather needs.This paper expounds the present situation of Qingdao Communist Youth League's participation in government purchasing public services,which tends to play a more and more important role as a whole.As a purchaser who participates in the government's purchase of public services,the Youth League Qingdao Municipal Committee has purchased services from more mature social organizations in the form of project venture capital,and has achieved good results;as a successor,it has also obtained the cooperation trust of civil affairs departments in the exploration of government's purchase of public services.Qingdao Youth League organizes around functions,integrates resources,designs projects,and actively participates in public welfare project venture capital relying on the social organization platform affiliated to the Municipal Youth DevelopmentFoundation.In order to introduce more social forces to take part in the government's purchase of services,Qingdao Youth League organizations gradually withdraw from service production and turn to the organization of service production,from the choice of service producers to the supervision and management of service production process,the evaluation of service effectiveness,and social organizations.There is a good interaction between them,and the successful transformation is the role of intermediary to participate in the government's purchase of public services.Especially after the analysis of the current situation,it summarizes the problems of Qingdao Communist Youth League organizations participating in government purchasing public services: first,lack of targeted policy and institutional support.Second,the League organization's ability to undertake is insufficient.Third,the professional level of youth social organizations linked by League organizations is not enough.Fourth,the traditional way of administration of League organizations is backward.Fifthly,the participation of League organizations in government purchasing services lacks systematization.Sixthly,the level of intelligence in League organization is not high.Based on in-depth interviews and research and analysis,this paper draws five conclusions.In the analysis of the problems,some countermeasures and suggestions are put forward.
