Research On The Social Cost Of Public Policy Transfer In China's Transitional Period

Policy transfer is one of the research focuses of the academic community in recent years.As one of the main ways and means of policy formulation,policy transfer has great practical significance to policy reform and development of China's transition period.The social cost of policy transfer tends to be more complexity and indeterminacy in the China's special period of social transformation and institutional transition.The social cost of policy transfer in China's transition period is a new task faced by the policy transfer research.This paper starts with the theories of social transformation,policy transfer and social cost,defining the concept,characteristics and influencing factors of social cost in the policy transfer during the transition period,using historical analysis to trace the main policy transfer since the beginning of the founding of New China to the reform and opening up which provides a reference function for analyzing the composition and evaluation of social cost in the policy transfer during China's transition period.Then combining with the current macro-background of China's transition period to analyze the problems and causes of social cost in the policy transfer,and propose relevant regulatory measures.Promote a more rational and orderly development of policy transfer in China's transition period.
