Research On The Operation Of The Basic Forms Of Chinese Democracy

The development of socialist democratic politics with Chinese objectively requires two operation of electoral democracy and consultative democracy.Based on this theory,this thesis analyzes and explains this problem.Due to the close relation of the democracy to the democratic political practice in contemporary China,the problems in the democratic practice of China will also be dissected.Firstly,the thesis gives a general review of the course of China's democratic politics,enumerates some research results in the academic circle and proves the necessity of China's development of socialist democratic politics,and further illustrates the necessity,value and significance of the research in this thesis.On this basis,this thesis firstly interprets and discusses the following concepts and contents: the necessary of electoral democracy and consultative democracy,the differences between the two democracies and the Western democracy,and the indispensability of electoral democracy and consultative democracy in socialist democratic politics with Chinese characteristics.Secondly,from the perspectives of the needs for the people being the masters of the country and the modernization of state governance,the necessity of the operation of the two democratic forms is explained and discussed in details.Based on this,the thesis analyzes the functional problems of the operation of the two democratic forms,and discusses the basic modes of the operation of the two democratic forms.Then from the aspects of the elections of deputies to the National People's Congress,the composition of NPC deputies,human rights and routine powers,this thesis analyzes the problems of the promotion of election democracy from the perspective of the prominent problems of the electoral democracy of local people's congresses in our country at the present stage,and analyzes the extrusive problems of the promotion of consultation democracy from the aspects of the lack of further refinement of consultation topics,the absence of consultation into the decision-making process,and the non-standardization of consultation.It is because of the above problems that the development of socialist democratic politics with Chinese characteristics is restricted to a certain extent.From the perspective of comprehensive operation,the relationship between the two democratic forms should be taken into consideration,and improvement of local people's congress will be chosen as the breakthrough point to promote election democracy.Meanwhile consultative democracy should be institutionalized,ruled of law and standardized.And this thesis puts forward corresponding countermeasure proposals on how to promote electoral democracy and consultative democracy in our country.Finally,the full text is summarized.
