Research On Party Consultation With Chinese Characteristics

Party consultation,which is referred to in this article,refers to the direct political consultation between the Chinese communist party and the democratic parties and independents,and is a form of deliberative democracy different from Chinese people's political consultative conference.Party consultation,as a form of democracy to China's native,conforming to China's national conditions,has a long history in our country.Party consultation can be traced back to the deliberative democracy and cooperation between the communist party of China and the democratic parties in the Anti-Japanese War,and experiences three different historical stages of development of the China's new-democratic revolution and socialist construction and reform,with the formation and development process of the political party system,playing a unique advantage in state political life.The communist party of China has been actively exploring and carrying out the party consultation.Party consultation of our country is welcoming a major development opportunity since the communist party of the eighteenth.In 2015,the central committee of the communist party of China formally enacted "on strengthening the implementation of the party consultation",marking the realizing of the institutionalization,standardization and programming of the party consultation in China.Therefore,It is of great significance promoting the modernization of national governance,the improvement of the Chinese communist party's ruling ability and adhereing to the socialist political development road,researching the Chinese characteristic party consultation.Given the Chinese peculiarity and endogenous of the form of democracy of the party consultation,this article mainly perspectives the basis of China and the development prospects of party consultation from the inherent logic of China's democratic development,rather than using western deliberative democracy to the perspective of China's democratic development.That is to say,this article puts aside the similar topic opens on the original works of charge theory paradigm,breaks the general pattern of similar topic writing,that is,writes from western deliberative democracy theory,the Chinese theoretical thinking,and the Chinese for such thinking,the basis of the theoretical basis and practice,finally to writing the exploration of the history and status quo of the deliberative democracy issues.But one of the features of Party consultation is fully demonstrated in China's socialist democratic political system,directly from the comparative advantage of western political party system and China's political party system and the position and role of the deliberative democracy in the socialist party consultation.This paper fully illustrates the historical evolution of the Chinese characteristic party consultation with internal functions and operation mechanism as well as theoretical basis,practical difficulties and route choice,every part of fully embodying the features and advantages of the Chinese party consultation,from the point of view from combining logic and history,and the combination of dynamic and static,and the combination of theory.The article can be divided into three parts and seven chapters:The first part is introduction,as a separate chapter.The article expatiates main purpose and fundamental value,defines the important concepts involved,reviews the previous achievements,and establishs the focus of innovation in this paper.The second part is the body,showing party consultation with the Chinese characteristics and unique advantages,from the different level and from the first chapter to the fifth chapter.The first chapter's title is "the party consultation is one of the highlights of the socialist democratic political system with Chinese characteristics ".This chapter mainly writes up the China's political party system,and then analyses the advantages and function of the Chinese party consultation.The first chapter discusses the comparative advantage of the Chinese political party system and western political party system;Secondly analyzes the position and role of the party consultation in the deliberative democracy socialism.The second chapter's title is "the historical evolution of the party consultation with Chinese characteristics".This chapter mainly combs the history development vein of the Chinese party consultation,the party consultation finely divided into five stages:preliminary exploration,formal form,preliminary development,restoration and innovation and development,and comprehensive development.The third chapter's title is "the theory and cultural basis of the party consultation with Chinese characteristics".This chapter firstly analyzes the theoretical basis for party consultation from the marxism united front theory,the theory of political party system and the people's democratic theory's point of view;Secondly analyzes the cultural basis of party consultation,from the world being for all,eclecticism,"seeking common ground,while putting aside three differences aspects.The fourth chapter's is "functions and roles of the party consultation with Chinese characteristics".This chapter summarizes the functions and roles of the party consultation: political integration function,decision-making consultation function,promoting the effective functions of political participation and democratic supervision and value orientation.The fifth chapter's title is "the operation and perfect of the party consultation with Chinese characteristics ".This chapter is the focus of this article.First of all,the chapter analyzes the consultation mechanism of party consultation,from the basic elements of political consultation,running program,safeguarding mechanism;Secondly the chapter analyzes the present predicament of the party consultation in our country;Finally the chapter puts forward the path selections of effective operation of the party consultation.The third part is the conclusion chapter.This chapter of the paper is based on the previous chapters content.The author will intend to make some conclusions and advancement.The author has some personal thinking on the development of the party consultation.
