The degree of development of voluntary service has become an important symbol to measure the progress of civilization in modern society.Since the party's 18,the development of voluntary service has been highly valued by the CPC Central Committee.The 19 major reports of the party also put forward the new requirements of "promoting the construction of good faith and institutionalizing voluntary service,strengthening the consciousness of social responsibility,the sense of rule and the sense of dedication" in the development of voluntary service.As the most grass-roots organization in the cause of volunteerism and the direct organizer of voluntary service activities,the development of voluntary service organizations is undoubtedly the central link in the development of voluntary service.China's voluntary organizations after decades of development has achieved impressive results at the same time,but also faced with many difficult problems.The existence of difficult problems hinders the further development of the Organization.Assessment as a means of solving problems can solve some of the challenges of volunteering organizations.However,at present,the assessment of voluntary service organizations in China is not optimistic,on the one hand,there is no specific evaluation index system for voluntary organizations,voluntary organizations can only participate in the assessment of social organizations,but social organizations assess the high threshold of participation,the vast majority of unregistered volunteer teams shut out.On the other hand,the evaluation index of existing social organizations is not perfect,and the evaluation results are difficult to clearly reflect the problems existing in the participating organizations.In order to solve the above problems,the purpose of this study is to construct a three-level evaluation index system for voluntary organizations,on the one hand,to assess the level of development of voluntary organizations,on the other hand,through the assessment of the development of voluntary organizations in the process of the short board,put forward development recommendations.In order to construct a set of universal,objective and reasonable evaluation Index system.First of all,the author Combs and analyzes the relevant theories of organizational evaluation at home and abroad,and selects the theory of organization system and APC theory as the theoretical support of the research.Adhering to the research concept of combining theory and practice,this paper probesinto the present situation and problems of the development of voluntary service organizations in China,and constructs the evaluation framework of the evaluation Index system of voluntary service organizations from the reference of theoretical basis and realistic basis,and adheres to the systematic,scientific,independent and The evaluation index of Voluntary service organization is selected on the premise of the principles of testability and so on.Secondly,based on the research needs,the hierarchical analysis method combining qualitative and quantitative is used to distribute the weight of the index system which has been constructed,in order to ensure the rationality of the weight distribution results of the index,the consistency test of the weight distribution results is carried out,and the fuzzy evaluation method is selected as the evaluation method based on the actual needs of the evaluation.Prepare for the assessment of field applications.Finally,an evaluation team was set up to select a volunteer service organization in Shanghai,using field visits and on-site interviews to apply the evaluation indicators of voluntary service organizations in the field,using Fuzzy evaluation method to calculate the evaluation results.The evaluation results are analyzed,the achievements of organizational development are affirmed,and the problems existing in the development of the Organization are found.Analyze the causes of the problem and feed the results back to the organization being evaluated.In this study,the methods of literature,interview and field investigation were used to obtain the data,and the Delphi method,analytic hierarchy process and fuzzy evaluation were used to study.The aim is to establish a set of universal and scientific evaluation Index system of voluntary service organizations,to evaluate the achievements of organizational development through the evaluation of the Organization,to identify the problems existing in the development of the Organization,and to point out the direction of improvement,to promote the development of the Organization,and thus to promote the development of the cause of volunteerism.
