The use of performance appraisal indicators is gradually expanding and changing.Up to now,the performance of social organization service projects has also been evaluated using performance appraisal indicators.Old-age service is an important issue facing China's aging,especially the elderly care service.The development in China is urgent and needs further development and growth.In the process of the development of the elderly service,there are many problems that need to be revised during the implementation of the service project.However,for various reasons,the relevant personnel who carry out the service project are difficult to find problems or difficult to modify.The construction of performance appraisal indicators can help them discover the main points of their own problems and help them to modify them.The construction of performance appraisal indicators for aged service projects will provide reference ideas and research processes for the construction of performance appraisal indicators for service projects in other service areas in the future,and plan and plan for the development of future performance appraisal indicators.This paper uses the Balanced Scorecard to index the performance evaluation indicators,uses the fuzzy Delphi method to conduct a questionnaire survey on the performance evaluation indicators,and uses the AHP level analysis method to analyze the weight of the evaluation indicators,using the EXPERT CHOICE 2000 software statistical weight.The content analysis method is used to analyze the literature of 50 projects and analyze the secondary indicators and tertiary indicators of the preliminary primary indicators.Two experts and project-related personnel were used to conduct two fuzzy Delphi method questionnaire surveys using the snowball method to determine the first-level indicators,the second-level indicators and the third-level indicators.Individual authoritative research subjects from 17 were selected and the research subjects were extended to 19,and AHP level analysis questionnaire survey was conducted to determine the weight scores of the primary and secondary indicators.The second-level indicator and the third-level indicator indicator and the third-level indicator AHP level analysis method questionnaire are used to determine the indicator usage and the weight of the indicator.The results of the study showed that the number of indicators was evaluated,the indicators were ranked,and the important indicators of the three-level indicators were presented.Through questionnaires,there are 20 remaining indicators.The statisticalresults of the four primary evaluation indicators based on the Balanced Scorecard are:6 target indicators of service,accounting for 41.2%;6 internal management measures,accounting for 21.7%;and 5 financial management indicators,accounting for 19.2.%;3 indicators of learning and growth,accounting for 17.8%.The study found that the current service target measurement index accounted for the highest customer satisfaction index,the internal management measurement indicators accounted for the highest proportion of project quality indicators,the highest proportion of financial management indicators for the budget implementation of scientific and reasonable indicators,learning and growth indicators The highest proportion is the output quality indicator.According to the results,give relevant suggestions,first,design projects on the service target,and implement services on demand;second,in internal management,improve related management to ensure project quality;third,in financial management To ensure scientific and reasonable,and to follow the management system;Fourth,in learning and growth,grasp the experience and study,and improve their own deficiencies.All in all,the service object is the cornerstone of project development.Internal management is an important condition for project development.Financial management is the basic work of project development.Learning and growth are important means of project development.In the future,in the construction of performance evaluation indicators,the research methods,fields of use and analytical methods can be expanded to achieve specific analysis.
