Research On Government Functions In The Management Of Online Car-hailing In Gaoyou City

In recent years,the network booking taxi(referred to as the network car)as a new way of taxi travel has been widely popularized in China.However,the safety problems arising from the development of the network car,the supervision of the network car,has brought obstacles to the safe travel of the masses.Local governments,especially the grassroots governments,have problems such as insufficient attention and low management level in the management of network vehicles.Therefore,it is a matter for local governments to make great efforts to improve the importance and management of the people.Realistic puzzles.This paper takes Gaoyou City's network car management as the research direction.According to the research ideas of"recognizing the status quo,discovering problems and proposing methods",based on public governance theory,new public service theory and service-oriented government theory,the questionnaire survey method is adopted.Some truck drivers and passengers in Gaoyou City conducted surveys,collected relevant information and data,and discussed the status quo of government functions in Gaoyou City's network car management and some existing problems,including the deviation of government roles and the lack of government supervision.The industry management system is not in place,the government management level is insufficient,the social participation is low,and the reasons for the distortion of the relationship between the government and the market,the lag of the government supervision concept,the lack of a sound industrial management system,and the backwardness of the government management mechanism are analyzed.After the experience of foreign countries in the United States and the United Kingdom,as well as the highlights of the management of Shanghai,Guangzhou and Yiwu in China,the countermeasures for improving the government functions of the network car management are proposed,including changing the role of the government,ensuring fair and orderly market,and actively improving the government's supervision.Mechanism,scientific development of industry management system,Strong government management efforts to promote social concerted governance.At this stage,domestic and foreign scholars' research on the management of online car is still relatively concentrated in the network car industry itself and the national legislation level.There is little research on the government functions of the local government.Based on the author's experience in the Gaoyou traffic control department,this paper has obtained a wealth of data by means of questionnaires.It not only studies from the perspective of passengers and drivers,but also attempts to systematically describe the network car management from the government's^perspective.To a certain extent,it makes up for the gap in the current government functions of network management,which makes the research more complete and rich.
