In the social background of aging population,the problem of aging in China's rural areas is more serious than that of cities.Among them,the hometown of overseas Chinese as a special type of rural areas in China has a deeper degree of aging.The hometown of overseas Chinese is often dubbed the "38(women),61(children)and 99(elderly)" troops.The children and women's associations have migrated overseas as the conditions for immigration matured.Finally,they only left the elderly to defend the countryside and form overseas Chinese.Township empty nest elderly group.In the reality that the old-age function of the family weakening institutions can not be popularized,the community home-based pension model combines the advantages of traditional family care and institutional pension,and represents the future development direction of China's old-age care.This article sums up the practice of domestic and foreign community home-based care and pension development and concludes that social work intervention in community service can more effectively and quickly improve the professional,normative and sustainable nature of community home-based care services.However,the practice and academic research concerning community home-based care are mostly concentrated in cities.The practice and research of rural communities are still at the initial stage.Wencheng County,a famous hometown of overseas Chinese in Zhejiang Province,has become the vanguard of the exploration of China's rural home-based care model.This article takes Wencheng County,a well-known hometown of overseas Chinese in Zhejiang Province,as a case study to explore the characteristics of community home-based care for the elderly in overseas Chinese communities.The advantages of home-based care for the hometown of overseas Chinese in developing communities are the importance and support of overseas Chinese township governments,the governance of overseas Chinese village officials,abundant private funds,better venues and infrastructure,and the tradition of respect for the elderly and the rural countryside.However,as a new phenomenon,the home-based care for the community in the hometown of overseas Chinese is also faced with challenges such as fewer beneficiaries,relatively monotonous service content,normalized challenges,and low levels of service specialization.In response to the development problems of the home-based care for the elderly in overseas Chinese communities,based on the analysis of the experiences of the home-based care model for the community at home and abroad,the following countermeasures are proposed:First,social workers are involved in the hometown of overseas Chinese communities to develop professional services.The trust relationship has changed the concept of old-age care for the elderly in the overseas Chinese,and is demand-oriented,providing individual services at different levels.Second,from the policy to ensure its normal development,improve its service system,give full play to the strength of volunteers,and encourage non-governmental organizations to participate in community home care services.Third,the implementation of appropriate aging transformation,improve the rural community home care infrastructure.There is a great commonality between the hometown of overseas Chinese and common rural areas in China.The practical exploration of the home-based care for the home-grants of overseas Chinese communities represents a new model of rural old-age care.It is hoped that their research will inspire the further development of the home-based care for the rural communities in China and provide solutions for the elderly for reference.
