Research On China's International Discourse Power From The Perspective Of Global Governance

International discourse power plays an increasingly important role in today’s world.All major countries have taken the construction of international discourse power as an important topic of their own political construction.The research on international discourse power has also become a hot topic in academic research.Chinese government also puts forward a series of propositions and measures according to its international discourse power construction.In the new century,major changes have taken place in the international configuration.The original global governance system is out of balance and many global problems cannot be effectively solved.At the same time,there are the dramatic changes in China.As the world’s largest developing country,China has made remarkable achievements in the 40 years’ process of reform and opening up.Most notably,the economy has rapidly developed and social material wealth has been greatly rich.In the aspects of society and cultural,there are also considerable development.Accompanied by the increasing comprehensive national strength,the whole economic strength has ranked the second in the world.However,contrary to the stable improvement of comprehensive strength,China’s international influence has failed to get effective development for a long time.Its status in the international community and international organizations cannot match the huge comprehensive national strength.In the international community,there is some restriction come from the western countries in Europe and the United States.In recent years,in response to the problems in global governance,Chinese leaders have put forward proposals on it with an emphasis on building and enhancing China’s international voice and further promoting the building of a shared community for mankind.At the present stage,China are faced with many problems in the construction of international discourse power.The unfairness and unreasonableness of the current global governance system show that the western developed countries have long monopolized the field of international discourse power to control the formulation and interpretation of many international systems causing a huge impact on the development of non-western developing countries.In the process of rapid rising,China,as a non-western country,has been treated unfairly by the western countries for a long time.It seriously restricts the development of the country.This paper is divided into five parts:The first part mainly differentiates the relevant concepts of global governance and international discourse power.The so-called global governance is the sum of the ways in which individuals and institutions,public and private,manage a range of common matters.In the process of management,it adopt cooperative behaviors to continuously reconcile conflicts or diversified interest demands including formal systems and mechanisms with coercive force,as well as various informal institutional arrangements agreed or recognized by individuals or institutions in terms of their own interests.It is binding on members of the entire international community.The so-called international discourse power refers to the ability and power of sovereign states to pursue national interests through "discourse" in international communication.This kind of ability and power is constructible.On the basis of clear concept,the paper further analyzes the constitutive requirements of international discourse power believing that international discourse power is mainly composed of discourse subject,content,discourse object,the discourse words platform and feedback.In practice,it has formed three construction patterns of three patterns including resource pattern,knowledge pattern and rule pattern.The second part analyzes the reasons for the construction of China’s international discourse power from the perspective of global governance.It is believed that the construction of China’s international discourse power in the new era is based on the continuous expansion of China’s national interests in the context of globalization,the world’s call for China’s wisdom under the context of the dilemma of global governance,and the act of great power called for by the great power’s responsibility.The third part discusses the performance of China’s discourse power in global governance.This paper discusses global economic governance,global political security governance,global environmental governance,global development governance,global public governance and global regional governance.It elaborates China’s efforts in promoting the fairness of the international economic order in termsof economic governance,seeking to establish new international organizations,playing a greater role in regional and global governance by taking advantage of its economic resources,resolutely opposing trade protectionism and opening up new models of international cooperation.In terms of political security,China upholds the authority of the United Nations,building a new international just and equitable political order,taking an active part in resolving global hotspot issues and international peacekeeping,counter-terrorism and drug control cooperation,participating in global security governance activities and playing an active role in public health and combating transnational crimes.In global environmental governance,China has won praise for its efforts at relevant conferences such as the Paris climate conference.In terms of global development governance,China has provided a new model for international development assistance and experience in international anti-corruption.In terms of global public domain governance,China has taken an active part in cyberspace governance,space governance,polar governance and high seas governance,so as to protect global public interests and ensure the sustainable use of global resources.In terms of global regional governance,China has taken an active part in the governance of the east Asia and promotes "good governance" of the other regions in the world.The fourth part mainly discusses the restrictive factors of constructing China’s international discourse power from the perspective of global governance.It is believed that in the global context,China’s international discourse power mainly consists of five restrictive factors,namely,lacking of recognition from the international community,insufficient global governance ability,weak external communication ability of Chinese media,low compatibility between China’s policies and the national conditions of specific countries,and malicious smear of international anti-china forces.Consisting of eight aspects,the fifth part explores the path of building China’s international discourse power from the perspective of global governance.Firstly,making the clear strategic positioning and incorporating the construction of international discourse power into China’s national strategy.Secondly,promoting discourse expansion by the way of promoting economic development.Thirdly,continuing to fight against poverty so as to contribute to China’s plan for global development and governance.Fourthly,this part puts forward upgrading military capabilities to safeguard the global governance.Fifthly,this part gives the way of strengthening cultural communication to enhance China’s soft power and cultural influence.Sixthly,this part makes it clear to improve the concept of global governance and make the global governance system more equitable.Seventhly,strengthening the construction of China’s international communication platform could contribute to the construction of China’s international discourse power.Eighthly,strengthening the building of national think tanks also makes a big difference.Through these eight paths,the paper proposes suggestions to enhance China’s international discourse power in global governance.
