From Obtaining Right To Express To Promoting Ability Of Participation

In the 1990 s,with the end of the Cold War,the international situation generally tended to ease,and the trend of multi-polarization in the world became increasingly apparent.The international discourse power has gradually become a hot topic in the international community.In the theory of international relations,international discourse power is a kind of "soft power".It is based on national interests,the political operation ability of international actors in international affairs,the leading ability of international public opinion and the ability to contribute ideas.In essence,it is an international political power relationship.The essence of the international discourse power dispute is the game of national interests.The right to speak internationally is not only important for a country,but can also have an important impact on the construction of the international system.In the international community,whoever has the right to speak internationally can play a leading role in international affairs,and it will occupy the commanding heights of the international political power struggle,and thus influence and lead the construction of the international system.Therefore,for a country,the right to speak internationally plays an increasingly important role in the increasingly competitive international society.The international discourse power is closely related to the comprehensive national strength and is an important embodiment of the comprehensive national strength of a country in the international community.For a long time,although China's comprehensive national strength is constantly increasing,and the gap between economic strength and developed countries in Europe and America is shrinking,the situation of "western strong and weak" in the international discourse power has not been fundamentally changed.The important reason for this is that we have not paid enough attention to it because of the small number of studies we have studied.As China's national interests expand more and more globally,China's relations with the world are closer,and China's awareness of international discourse rights is constantly increasing.At present,China is in the best period of development in modern times,and the world is in a state of great change in the past 100 years.China has begun to work hard in the international community and has gradually become an important player,builder,contributor and reformer in the international community,and has gradually reached the center of the world stage.Therefore,in-depth research on the issue of international discourse rights has important theoretical and practical value.This paper uses the literature research method and theory to connect with the actual method,from the perspective of international relations and international politics,from the basic concepts of international discourse power and related theoretical analysis,systematically study the history of Chinese international discourse rights since World War II.This history is divided into three phases.In the first stage,based on the historical facts before the founding of the People's Republic of China from the Second World War to the founding of New China,China was actively involved in the creation of the United Nations as a founding member of the United States and became one of the five permanent members of the United Nations.As a result,China has established itself as a world political power.China has gradually acquired a certain international voice,but it is still very weak.In the second stage,based on the historical evolution from the founding of New China to the 1980 s,according to the changes in China's foreign strategy,this stage was divided into three periods.Through the combing and analysis of a series of events at this stage,China was explained during this period.The evolution of international discourse power,although China's national strength is not strong,but still has strong international influence,and has obtained a special international voice.The third stage,based on the historical evolution since the reform and opening up,is divided into four periods according to the ruling leaders.Through combing the important events occurred in the four periods,this paper analyzes the construction characteristics of China's international discourse rights in different periods and explains the reform.Since the opening up,with the continuous enhancement of China's national strength,China's international voice has gradually improved,and China's ability to participate in international affairs has also been continuously improved,thereby better safeguarding China's national interests and better safeguarding world peace and development.Through research on the history of different stages since World War II,it is found that China's international voice has experienced a process from the struggle for expression of rights to the promotion of participation.In this process,there are historical experiences worthy of inheritance and development,as well as lessons worthy of reflection and learning.An in-depth study of China's international discourse power will help us to understand China's national conditions and the evolution of the current world pattern more clearly,and has a positive significance for guiding China's foreign work.
