| New public management advocates decentralization,which is conducive to forming a competitive relationship between government departments,improving the efficiency of government work,and better meeting the increasingly diverse needs of citizens for public services.However,such decentralization are also likely to lead to fragmentation of government institutions and difficulties in cooperation and coordination between departments.According to the practice of the new public management theory,there is a paradox of efficiency,which makes the public service appear "fragmented".It can not respond well to the challenges brought by the governance problems of comprehensiveness,complexity and uncertainty,and needs to build a holistic government.The holistic government was born in the era of the development of new public management micro and information technology,and advocated management from decentralization to concentration,from part to whole,from fragmentation to integration.In the context of the development of big data,government departments that follow the inherent boundaries of the organization must achieve the goal of cross-sectoral collaborative governance,which requires deep disclosure of holistic governance governance.In order to effectively solve some of the issues that the public is most concerned about,the state proposes a modernization strategy for governance systems and governance capabilities andimplements the Action Plan for Promoting Big Data Development.The opening of government data as an important aspect of building a holistic government enables different government departments to take joint actions to re-integrate services.Based on the social background of the big data era,this paper uses case analysis to conduct an in-depth study of the open government governance of Shandong Province.The study found that the fragmentation of open government governance of local government data is likely to lead to problems such as the government ability to provide public services is not high enough to respond effectively to citizens needs.The thesis explores the performance and reasons of fragmentation of local government data open governance,and provides practical reflection and countermeasures for local government data open governance.Taking Shandong Province as an example,the paper finds out the fragmentation of open government governance of local government data through the open development of local government data,which leads to the negative impact of data islands between departments,data platform duplication construction,and unsatisfied citizen demand.The paper analyzes the reasons for the fragmentation of open governance of local government data,mainly in the four aspects of the lag of legal norms,the division of departmental interests,the lack of technical support and the inconsistency of data standards.On this basis,the paper emphasizes thevalue appeal of holistic governance,analyzes the openness and closure,the benefits and costs,the security and risk,the responsibility of the standard and the open sharing in the process of open governance of local government data,and expounds the responsibility of local government data open governance,and analyzes the value of local government data open governance from three aspects: highlighting publicity,achieving seamless communication between departments,and satisfying citizens’ data needs.On this basis,the operational framework of open governance of local government data from the perspective of holistic governance is constructed,and it proposed that local government data open governance should be optimized in terms of strengthening demand orientation,re-engineering government functions and improving accountability mechanisms. |
