| Since the General Secretary Xi Jinping proposed to not only cage the high-ranking "Tigers",but also swat the low-level "Flies"from the grass-roots at the Central Disciplinary Committee meeting in 2013,and In the report of the 19th National Congress of the Communist Party of China in 2017,he re-emphasized the efforts to combat corruption around the people.The concept of Fly style corruption has attracted extensive attention and research its performance,harm,governance measures and effects from all sectors of society,including the academic circle.Compared with high-ranking "Tigers","Flies" has a lower rank,less power and less amount of corruption.However,due to its large number,wide distribution and direct impact on the interests of grassroots people,the harm still cannot be underestimated.The corruption of a poverty-relief fund and the malpractice of a low-security quota will seriously affect the basic life of grassroots people.Compared with the corruption of "Tiger",grassroots people feel more deeply and deeply hate the Fly style corruption.According to the data and cases about Fly style corruption reported by the discipline inspection authorities,the Flies type of corruption takes place in various industries and fields,such as benefiting farmers*subsidies,poverty alleviation and subsistence allowance,demolition and relocation,personnel,tax,administrative law enforcement etc.Therefore,it is a great practical significance to establish a scientific and complete Fly style corruption governance mechanism.Based on the actual cases of Fly style corruption,this paper clearly defines its specific concept,and summarizes it's characteristics,including the frequent occurrence of corruption events,widespread occurrence and rural areas are "major disaster areas",power for personal gain and work style problems are key,and the phenomenon of village overlord is also relatively prominent.At the same time,this paper analyzes the causes of the corruption,including cultural factors,institutional factors and personal factors,and the harm is manifested as disturbing the normal social order,harming the interests of the masses,worsening the relationship bet.ween the cadres and the masses,and hindering the rural revitalization.Study to establish a perfect Fly style corruption governance mechanism,it need to analysis of the process of Fly style corruption governance,so this article reviewed about Fly style corruption governance mechanism of the construction of the course from three historical stages,includes the reform and opening up to the early 21st century,the early 21st century to 18th CPC National Congress before and after 18th CPC National Congress,and analyzes the current governance mechanism of the defects in the construction.Then,based on the experience of overseas anti-corruption mechanism,this paper discusses the establishment of a perfect Fly style corruption governance mechanism by means of prevention mechanism,supervision mechanism and punishment mechanism.Prevention mechanism,including civil servants at the grass-roots level management mechanism and big data technology,at the same time the big data technology preliminary constructed on the prevention and control about Fly style corruption big data system.Supervision mechanism including the grass-roots party and government supervision system,widen the channel of the grassroots social supervision and perfect rural supervision system from three aspects.The punishment mechanism mainly aimed at the optimization of related concept of the rule of law,strengthen the punishment of Fly style corruption and how to use technology to swat“Flies".Through the three aspects to set up a scientific and perfect Fly style corruption governance mechanism in China. |
