Research On The Responsibilities Of The Grassroots Government In The Ecological Enrichment Of The People

In recent years,under the continuous promotion of a series of policies on agriculture,rural areas and farmers issued by the central government,the rural economic and social development of China has made great progress.However,rural areas are still shortcomings in building a moderately prosperous society in all respects,and the per capita income of farmers is still low compared with urban residents.At present,most of China's rural areas still adopt extensive agricultural development model.Such a development model with high cost,large pollution and poor sustainability,instead of promoting rural economic development,has become a stumbling block in the road to prosperity for the grassroots.At the same time,the natural ecological environment has been seriously damaged,and the increasingly exhausted resources,excessive energy consumption and increasingly serious environmental problems have become important factors restricting China's economic development.Since the 18th national congress of the communist party of China(CPC),general secretary Xi Jinping has repeatedly expounded on the important relationship between ecology and the enrichment of the people with the theme of "green waters" and "green mountains".The particularity of the problem of ecological enrichment determines that the Chinese government,especially the grass-roots government,is the direct responsible person for promoting the transformation from the green water to the silver mountain.Based on the above research background,this paper puts forward the research on the responsibilities of grass-roots government in enriching people.Starting with the connotation of ecological enrichment,this paper,guided by the theory of responsible government,analyzes the important value of the grass-roots government's fulfillment of responsibility in the process of ecological enrichment to promote the transition from "green water and green mountain" to "mountain and silver mountain" and realize the harmonious development of human and nature.Then,we definite the role of grassroots government in ecological prosperity and define the meaning of grassroots government's responsibility in ecological prosperity.Based on the role and responsibility of the grassroots government in enriching the ecological people,this paper summarizes the innovative practice of DongTai municipal government in Jiangsu province and analyzes the current situation of the fulfillment of the responsibility of DongTai municipal government and the reasons for its absence.Based on the case of DongTai city,Jiangsu province,this paper puts forward some countermeasures and suggestions on how to fulfill the responsibility of enriching the people by ecology in the grass-roots government of our country.The government should clear ecological responsibility implementation focus in the ecological decision-making,industrial system construction,integration of social resources and other aspects of the grassroots.The government should improve the ecological responsibility of the operation mechanism in ways of establishing sound laws and regulations,improving the rural management system and strengthening supervision and accountability.The government should build an ecological security system for enriching the people at the grass-roots level by broadening capital input,balancing the supply of public services,and planning support for brand projects.We will support the development of community-level governments' efforts to make life better for the people by implementing the policies of the central government,drawing up special plans and building up a contingent of professional personnel.
