Research On Emergency Management Of Tourism Emergencies In Heze City

After years of development,China’s tourism industry has become a strategic pillar industry in China and plays an increasingly important role in developing the economy and providing employment.At the same time,tourism has its weaknesses of sensitivity,vulnerability and substitution.Changes in the external environment,especially the occurrence of emergencies,will have a complex impact on tourism.In recent years,with the development of China’s market economy and the improvement of people’s living standards,tourism has entered a period of rapid development.The increase in tourist arrivals and tourism income is accompanied by an increase in the probability of tourism emergencies.Frequent incidents of security incidents have affected the development and stability of the tourism industry,as well as the level of tourism emergency management of local governments.Therefore,strengthening the theoretical study of emergency management of tourism emergencies is of great significance for strengthening local government emergency concepts,improving the overall level of tourism response to tourism emergencies,and promoting the sustainable development of tourism.In recent years,Heze City has continuously increased the development of cultural tourism and strived to create a special tourism brand of “Peony Capital,Hometown of Heroes”.The tourism industry has shown a very good development trend.The number of tourists and tourism consumption has increased year by year.Forefront of Shandong Province.However,due to the late start of tourism in Heze City,the lack of tourism management level and experience,and the lack of strong ability to deal with tourism emergencies,how to strengthen the construction of Heze City tourism emergency response system and improve the management level of the tourism industry,It is an important topic in the tourism management activities of Heze City.As a city with undeveloped tourism industry,Heze’s emergency management of tourism emergencies is still at a preliminary stage,and the system construction is still not perfect.Based on the theory of “risk society” and the theory of 4R crisis management,this paper proposes the four stages of tourism emergency management based on the actual situation of Heze City based on the experience of some countries and regions in tourism emergency management.Suggestions for improving the emergency management of tourism emergencies in Heze City: First,in the period of reduction,mainly by measuring risks,improving institutions,training personnel and other measures to reduce the possibility and harm of emergencies;second,in the preparatory stage,Through the formulation of a sound emergency plan,improve the early warning monitoringmechanism,and prepare for emergencies;third,in the reaction stage,through the improvement of the comprehensive coordination mechanism of tourism emergency management,establish a scientific tourism emergency response mechanism to improve the handling of emergencies The ability and efficiency;Fourth,in the recovery phase,through the restoration of tourism functions and tourism image,summing up lessons,adjusting and upgrading tourism products,etc.,to avoid the recurrence of emergencies.
