The Real Dilemma And Optimization Path Of Rural Consultative Governance In The New Era

Deliberative democratic governance is a new public management paradigm that gradually grows and improves.The values of humanism,equality,tolerance,reciprocity and justice contained in the negotiation and governance are not only compatible with the inclusiveness and spirit of Chinese traditional culture,but also with the national nature of the people's democratic dictatorship.The rural negotiation governance has the characteristics of subject diversity,process deliberation,mode balance and goal win-win.It is of great significance for protecting the rights and interests of villagers,improving governance efficiency,providing a model of rural governance modernization and even realizing the rural revitalization strategy.Based on the theoretical logic and realistic appeals of rural negotiation and governance in the new era,exploring the dilemma faced by rural negotiating and governance in the new era,and finding a way out for rural consultation and governance in the new era is an important issue that needs to be deepened.This article intends to sort out the structural mysteries of rural society through concept and theory,deeply understand the feasibility and necessity of rural negotiation and governance in the new era,and then clarify the value basis and operational mechanism of rural consultation and governance.Then,comprehensively scan the practice status of rural consultation and governance in China in the new era,and use case study method to analyze and summarize the successful experience of rural governance in China,and analyze the predicament of rural governance in China.Judging from the effect of current practice of rural governance in China,the rural governance negotiation in China also faces the constraints of structural social contradictions and external pressures at the grassroots level.There are dilemmas such as the lack of willingness and level of villagers' participation in governance,the path dependence of the single authority of the grassroots government,the biased value orientation of the pluralistic subject,and the break of the social negotiation trust.Finally,combined with different forms of negotiation governance forms and types,under the premise of accurately locating the dimensions of rural consultation and governance issues,from the perspective of drawing on traditional wisdom,building a multi-subject,improving the rule of law,improving program design,innovating governance technology,and integrating consultation ideas,it aims to outline the ideal path for rural consultation and governance.It has formed a new pattern of rural consultation and governance based on the concept of advocacynegotiation,based on the establishment of a consultation platform,the negotiation process justice as the starting point,the purpose of improving governance performance,and the implementation of rights guarantee.
