Grassroots civil servants play an important role and are responsible for implementing the public management of the government.They are an important bridge connecting the party committee with the government and the masses.Their working conditions directly affect the image of the party and the government.However,in recent years,due to the influence of various factors,grass-roots civil servants generally have the problem of low work enthusiasm,and it is urgent to study the influencing factors and intervention countermeasures of grass-roots civil servants' work enthusiasm.In this paper,the author takes X city as the object,through the method of multi-factor analysis,discusses the influence of these factors on their work enthusiasm from three aspects: individual factor,career factor and organizational factor.Among them,job burnout and occupational psychological quality were selected from individual factors,job pressure was selected from occupational factors,and organizational institutional environment and organizational culture environment were selected from organizational factors.Furthermore,based on the mechanism of multiple factors,this paper puts forward some Suggestions for intervention.The main conclusions of this study are as follows:First,grass-roots civil servants have a low level of work enthusiasm,More than half of civil servants are less active in their actual work and have serious problems of job burnout.Second,in this article studies the selection of multiple indicators,including the job burnout of civil servants career psychological quality,working pressure,the system environment variables and organizational culture of grass-roots civil servants working enthusiasm influence quantitative analysis,summarized the influence the enthusiasm of the civil servants are the main influencing factors,and the power degree of the effects was analyzed.Third,through to X city as an example,analyzes the influence factors of civil servant's motivation,think the pressure,the institutional environment,organizational culture,and civil servants' professional psychological quality is one of the main factors influencing the work enthusiasm of civil servants,therefore,in order to solve the problems effectively,improve the working enthusiasm of civil servants,is put forward to strengthen the construction of organizational culture,organizational stress management,optimize the environment of organization system and related measures such as strengthening the construction of civil servants at the grass-roots level professional psychological quality.
