In order to further fulfill the urgent need for the Party Central Committee to administer the Party strictly and to administer the Party in an all-round way,it is imperative to explore the initiative and enthusiasm of the grass-roots civil servants as a special group to participate in the work.The "eight provisions" of the Party Central Committee indicate that the system of civil servants' work is becoming more rigorous and more standardized.Even so,in the present situation where the system of incentives,rewards and punishments within the civil service is still not perfect,In the grass-roots civil servant inside appeared the negative office phenomenon.In view of this kind of negative office phenomenon,the relevant government should take the corresponding measures,not only must manage strictly,but also should pay attention to the humanities,not only should stimulate the grass-roots civil servants to participate in the work enthusiasm and the main body Dynamic,but also to stimulate the maximum potential of cadres,improve the effectiveness of the work of administrative institutions.In recent years,with the rapid development of national economy and the gradual improvement of people's ideology,people put forward higher and higher requirements for the integrity of civil servants.In view of the fact that grass-roots civil servants belong to the bottom of government function management,they have the right of administrative management to the masses of the people,which also leads to frequent abuses of power by grass-roots civil servants.Strengthening the enthusiasm and initiative of civil servants at the grass-roots level is conducive to standardizing the administrative personnel to work strictly in an all-round way and to use their power reasonably.This paper first expounds the background,significance and content of the research on the enthusiasm of grass-roots civil servants,and then analyzes how to effectively enhance the enthusiasm of grass-roots civil servants by consulting the relevant theoretical literature at home and abroad.Then it provides theoretical reference for the deep-level research of the thesis.Then in the analysis phase,the basic civil servants in Jiangxia District of Wuhan City as the research object,mainly through the paper questionnaire,network virtual questionnaire and personal interviews.This paper makes a deep understanding of the current situation of the formation of contradictions and the related factors that affect their occurrence,and analyzes on the enthusiasm of the current grass-roots civil servants and the related factors affecting their occurrence.A factor of initiative.Finally,in view of the actual investigation result,discusses the basic level civil servant work enthusiasm enhancement path.This paper is divided into six chapters:The first chapter is the introduction.This paper mainly analyzes the background,content,purpose and significance of the selected topic.The second chapter is the theory and literature review.By analyzing the domestic and foreign research theories,the core concepts needed in this paper are further clarified.The third chapter is the current situation analysis.Taking Jiangxia District of Wuhan City as an example,by means of questionnaire investigation,this paper analyzes the basic situation of civil servants at the grass-roots level in Jiangxia District,Wuhan City,and further expounds the working enthusiasm of civil servants at the grass-roots level and its forms of expression.The fourth chapter is the cause analysis.Based on the previous research,this chapter analyzes the causes of the lack of enthusiasm of grass-roots civil servants,and provides the basis for the next chapter.The fifth chapter is the countermeasure suggestion.According to the theoretical guidance and practical situation,this chapter puts forward concrete suggestions on how to improve the working enthusiasm and initiative of grass-roots civil servants efficiently and quickly.The sixth chapter is the conclusion and prospect.In the last part of this paper,the author looks forward to the expected results of the research on the working enthusiasm of the civil servants at the grass-roots level.
