Grass roots civil servants are the bridge between the masses and the government,working mode and attitude of grassroots civil servants directly affect the image of the Party and the government among the people,and have a crucial impact on the relationship between the party and the masses.With the supreme leader of the country putting forward the ruling concept of "The country is the people,and the people are the country",the important role of grassroots civil servants is increasingly prominent.However,in recent years,with the implementation of key projects such as poverty alleviation,blue sky protection and rural revitalization,the intensity of grassroots civil servants’ work has increased sharply.At the same time,the public’s awareness of law and rights has become better and better,Therefore,there are higher requirements for the working ability and level of civil servants。 In addition,the current grassroots civil servants pay low salaries,accountability risk,difficult promotion and other problems,resulting in grassroots civil servants generally have low enthusiasm for work,the impact of grassroots civil servants work enthusiasm and intervention measures to study imminent.Based on Maslow’s theory of demand,two-factor theory,expectation theory and equity theory,this paper takes the factors influencing the work enthusiasm of Public servants as the subject of research.At the same time,Regard the personnel working in L District of Linyi city as the case study object.Integrated use of literature study method,interview method,questionnaire investigation and comparative analysis of factors influencing the L area influence the Work enthusiasm of public servants are studied,mainly from the individual job satisfaction,organizational system,social environment and departmental culture four dimensions and indicators of demonstration analysis to many influence factors,suggests that the age of the civil servants at the grass-roots level individual and family factors,Organization system of pay and promotion system,social environment for civil servants,understanding,tolerance and expectations,as well as interpersonal relationships and work atmosphere in the department of cultural factors to influence the work enthusiasm of grass-roots civil servants,at the same time,the organization system of accountability to punish will also have a negative influence on Positive state of public servants.Based on these factors,countermeasures and suggestions are put forward,so as to improve the enthusiasm of grassroots civil servants and effectively implement the decision-making system of the government.
