The report of the 19 th national congress of the communist party of China proposed to build a social governance pattern of co-construction,co-governance and Shared benefits,which means that the joint participation of multiple subjects is urgently needed in the governance of the grass-roots level,namely "the linkage of the three social communities".With the advancement of the government's work of streamlining administration and delegating power,communities at the grassroots level have begun to undertake more and more public service functions.Therefore,to a large extent,the effect of "three co-benefits" will directly affect the effect of grassroots governance.Through the author's observation during the internship and the review of relevant literatures in the academic field,it is found that there are indeed some difficulties in the process of "the linkage of the three social clubs" at present,which affect the final benefit effect of community residents to varying degrees.Therefore,it is of great necessity to explore the possible problems and corresponding optimization strategies in the "three co-operatives".The author through to myself involved in a community through the case study of child protection project found "three clubs" social workers and social work organizations and community residents' committees exist in the project operation interaction: such as the project funds is relatively scarce,and community for social work intervention in the excessive administrative difficulties,social work professional ability,working enthusiasm and lack of social work institutions such problems as incomplete management system.In addition,through the investigation,it is found that the above problems generally exist in the social work industry at present,and the root of the problem is that the "three social organizations" fail to define their roles andfulfill their responsibilities.Finally,through the empirical analysis of project cases and interviews with experienced personnel,a set of effective and operable optimization strategies were summarized from the three levels of front-line social workers,social worker organizations,communities and governments.This paper is divided into four parts: the first part is the introduction,which describes the research background and significance,relevant literature review,concept definition,theoretical basis and research design,etc.The second part is the plight and cause analysis of the "three co-operatives" of the child protection project.In this chapter,the author conducts a case study on a community child protection project the author took over,and deeply analyzes the problems arising from the interaction of the "three co-operatives" in the operation of the project.And through a questionnaire survey of the "three co-operatives" who had experience in the "three co-operatives" project,to explore the "three co-operatives" problem in the above cases,is it an individual case or common in the industry? The third part is the improvement strategy of the "three social organizations linkage";Through the experience analysis of project cases,as well as relevant interviews with experienced social workers and relevant community workers,effective and operable optimization strategies are summarized.The fourth part is the summary and reflection.
