The legal concept of the right to know as a claim was first proposed by an American editor,Kent Cooper,in a speech in January 1945.After World War II,countries generally raised the right to know as a constitutional right. The right to know is a basic human right, and its extension extends from the political sphere to other fields, especially in the protection of consumer rights.Transgenic technology is more than just a science and technology, and its impact has expanded into political, economic and social life.In 2011,the global market value of genetically modified crops reached 13.3 billion US dollars, and the area planted with genetically modified crops reached 160 million hectares, accounting for 10% of the global cultivated land.As the world's population continues to increase and the continuous reduction of the total area of cultivated land is intensified, the planting area and scale of GM crops will continue to expand.Transgenic technology has provided tremendous opportunities for the development of agriculture, especially for the solution of food shortages in developing countries. However, the safety of genetically modified foods has been highly controversial by relevant experts and people at home and abroad. As a big country of using GM crops, while using GM technology to solve problems such as food and poverty alleviation, more and more people and public figures openly question the risks of commercialization of GM foods in China.Food safety is closely related to human survival and health. Therefore,it is of great theoretical and practical significance to study the protection of informed rights of GM food consumers with high social concern. In this paper, from the perspective of the protection of the right to know the right of GM food consumers, the literature analysis method and comparative analysis method are the main research methods, and the ideas and visions are broadened through reading books and studying domestic and foreign laws and regulations. The existing relevant treaties compare foreign legislation to clarify the aspects and recommendations needed to protect the rights of consumers in China.
